<br />RIBBONS OR STREAMERS: Long or varied lengths of <br />cloth, plastic or paper used to decorate. <br /> <br />SEARCHLIGHT: A powerful light or lights equipped <br />with a reflector to produce a bright beam or <br />beams. <br /> <br />SPECIAL EVENT DEVICE: Any slgn, search light, <br />laser display or other attention getting device <br />used in conjunction with a business grand opening <br />or other special event. <br /> <br />WHIRLING DEVICE: Any attention getting device <br />that twirls or spins by control of wind or <br />mechanical means. <br /> <br />WINDSOCK: A large roughly conical device open at <br />both ends and attached to a stand by a pivot so <br />that the wind blows through it, not including <br />devices used for navigational purposes. <br /> <br />II. <br /> <br />Section 1009.03 of the City Code of the City of <br /> <br />Roseville is hereby amended to read as folJlows: <br /> <br />1009.03. <br /> <br />A. PROHIBITED SIGNS. The following slgns are <br />prohibited in all zoning districts: <br /> <br />1. Advertising Signs. <br /> <br />2. Flashing Signs. Signs addressed to drive by <br />traffic (not interior signs) giving off <br />intermittent or rotating beams. Where the message <br />or graphic content of a sign can be changed by <br />mechanical or electronic means, such message may <br />not change more than once every twenty four (24) <br />hours except messages displaying time and <br />temperature. <br /> <br />3. Mobile Signs. <br /> <br />4. Roof Signs. Roof slgns, roof advertising symbols, <br />roof logos, roof statues or roof sculptures shall <br />not be permitted in any district. <br /> <br />2 <br />
