ROSEVILLE PARKS AND RECREATION COMMISSION <br />1 <br />MEETING MINUTES FOR <br />2 <br />December 1, 2015 <br />3 <br />6:30pm <br />4 <br />5 <br />PRESENT: <br />6Becker-Finn, Diedrick, Doneen, Heikkila, Holt, O’Brien, Stoner <br />ABSENT: <br />7 Bogenholm, Gelbach & Newby notified staff ahead of time of their absence <br />STAFF: <br />8Anfang, Brokke, Twaroski <br />9 <br />INTRODUCTIONS <br />101. <br />11 <br />ROLL CALL/PUBLIC COMMENT <br />122. <br />13No Public Comment <br />14 <br />APPROVAL OF MINUTES –November 5, 2015 MEETING <br />153. <br />16November 5th minutes approved unanimously. <br />17 <br />EMERALD ASH BORER (EAB) UPDATE <br />184. <br />19Anita Twaroski, Roseville Forestry Coordinator, introduced herself to Commission members <br />20and viewing public. <br />21 <br />22Brokke and Twaroski walked the Commission through the Emerald Ash presentation providing <br />23historical context and City of Roseville action & involvement. Most of Roseville is identified in the <br />24infestation zone. <br />25Commissioners inquired into the potential impact of EAB, staff responded that EAB will <br />26eventually impact the entire U.S. <br />27 <br />28Goals of the Roseville EAB Program: <br />29Monitor & evaluate suspect trees <br />30Remove & replace positive EAB trees <br />31Treat significant trees <br />32Plant a more diverse & resilient forest <br />33Identify & utilize available resources <br />34Currently Roseville is working with a $125,000 DNR grant to address EAB needs. <br />o <br />35This grant also involves $125,000 in City funds as a matching contribution. <br />36 <br />37EAB is a difficult pest to identify. Roseville is probably about midway into its EAB infestation. <br />38Roseville has 2146 Public Ash trees (this number does not include Ash trees located in local wooded <br />39areas). <br />40Commissioner Becker-Finn recommended educating the public on recognizing Ash trees and <br />41signs of EAB. <br />42 <br />43Twaroski presented the current tree distribution plan. Ten species have been identified for inclusion <br />44in the plan. The tree planting map has been developed using the constellation system. Each <br />45constellation has a specific planting map that provides a varied anddiverse forest. The end goal with <br />46the city-wide tree distribution plan is to have no ash trees in the City. <br />47Commissioner Doneen suggested creating an annual plan/goal for removing/replacing trees. <br />48 <br />49Commissionercomments suggested the Council is not addressing the need to plan for the full EAB <br />50crisis. <br />51It would cost Roseville $1.6M to remove & replace the community forest affected by EAB. <br />52Commission Chair Stoner commented that the Commission needs to work harder to keep the <br />53Council informed & it is important to keep this issue on their radar. <br />55 <br />54 <br />56 <br />57 <br /> <br />
