If the CONTRACTOR believes tl�at additional work done by him in an emergency which arose from causes beyond his contr�o? entitles him to an increase in the Conl;ract Price or an extension of the Contract Time, he may make a cla�im therefor as provided in Articles 21 and 23. ARTICLE 19 - ACCESS TO TNE WORK; UNCOVERING FINTSHED WORK 19.1 The E:NGINEER and his representatives and other representatives of the ObJNER will at all times ha�e access to the Work. The CUNTRACTOR will provide proper faci1�tie; for� such access and observation of the �lork or for any examination or te�>ting thereof, 19.2 Should the ENGINEER cor�s�dE�r it necessary or advisable to � re-examine any part of the !•lork already fabricated, installed or campleted, the CONTRACTOR, at the ENGINEER'S request, will uncover, expo�e or otherwise make available for examination or testing that � portion of the l�lork in �uestion, furnishing al? necessary labor, material and equipment. If it �s found tha� such l�or�k does not meet the requirements of the Contract Dacuments, the CONTRACTQR will pay ali the expenses of such examinati�n and testing and of satisfactory � reconstruction. If, however, such Wor°k 7s found to meet the reyuire- ments of the Contract Documents, the CONTRACTOR will be allowed an increase in the Contract Price or extension of the Contr�act Time � directly attributabie to such un�overing, exposure, examination and testing, iF i�e makes a cla�m tlierefor as pro�vided in Articles 21 and 23.
