21e3.4 If none of the above methods is agreed upon, the value <br />sha11 be deter-mined by the ENGINEER on the basis of cost plus <br />� a percentage for overhead and profit� Costs shall only ir�clude <br />labor (payrol?, payroll taxes, fringe benefits, workmen's com- <br />pensation, etc�), materials, equipment, and other incidentals <br />� directiy related to t��e Work inv�lvedo The maximum percentage <br />which sha�l be allo�ved for� CONTRACTOR'S combined overhead and <br />profit, shall be as follows: <br />C <br />� <br />��� <br />L� <br />LJ <br />21,3�4,1. for a11 such 4Jork done by h�s own organization, <br />the CONTRACTOR may add up to ten per cent of his actual <br />net increase in cost, and <br />2103.4,2. for a11 such Work done by Subcontractors, each <br />Subcontractor may add up to ten per cent of his ac�ual net <br />increase in c�sts for combined overhead and profit and the <br />CONTRACTOR may add up to five per cent of the Subcontractor's <br />total f�r his combined overhead and profit; provided that no <br />overhead or profit shall be allowed on costs �ncurred in <br />connection with premiums for public liability insurance or <br />other special insur�.,�ce directly related to such Work. <br />In such case and also under paragraph 21�3�3� the CONTRACTOR <br />wiil submit in the form pres�r�5ecl by ti�e ENGINEER, an itemized <br />cost breakdown together with supporting data. <br />21.4 The amount of credit to be allowed by the CONTRACTOR to the <br />�WNER for any �uch change wi�ich results in a net dEcrease �n cost, <br />will be the amount of the actual net decrease as deterrrined by the <br />ENGINEER. lJhen both addit�ons and credits are involved in any one <br />change, the comb�ined overhead and profit shall be figured an the <br />basis of the net increase, if any. <br />ARTICLE 22 - CASH ALLOt�jANCES <br />� The CONTRACTOR wi11 include in the Contract Price all allowances so <br />named in the Cont�-act Docuinents and shall c�use the Work so covered <br />to be done by such suppliers or Subcontractors and for such sums <br />� within the limit of the a�lowances as the ENGIhEER may approve. <br />Upon final payment, the Contr�act Price shail be decreased as <br />required and an appropriate Change Order issued� The CONTRRCTOR <br />agrePs that the original Cont�act Price includes such sums as he <br />� deems proper far costs and profit on account of cash allowances, <br />No demand for additiona? cost or profit in connection therewith <br />will be allowed. <br />II <br />� <br />� <br />� <br />ARTICLE_23 - CHANGE OF THE CONTRACT TIME <br />2�.1 The Contract Time may only be changed b,y a Change Orr,ler.
