Gordy Howe is back witll revised plans for the <br />development of a multi-family housing structure with underground <br />garage on the two sides northwest of Hwy. 36 and Rice Street. <br />Again, we brougllt in Bruce Ryden so that we could agree on the <br />best metliod for emergency vehicle access. We agree a 100 foot <br />diameter cul-de-sac will be brought appropriate off of Rice <br />Street, and that a second access under these conditions on this <br />side will not be necessary. Gordy Howe notes that tlle top of <br />liis roof will be 1.0 feet below Bruce Lightner',� deck on liis new <br />home. It appears that Mr. Lightner's residence is a key factor <br />here and inasmuch as it's a new house and the view from his deck <br />is important to him, and somewhat illustrates the general problem <br />in relationsliip to the lieiglit of this building to the single family <br />homes fronting on Minnesota Street. We advised Gordy to proceed <br />with the application for amendment to the com�r�hensive l�lan to <br />accomodate the higher number of units which he says isfessential <br />to making the project �ork. The other option was to drop the <br />proposal. We felt that tlie city at least should have a chance <br />to look at this higlier density proposal inasmuch as it is tlze <br />only one we have }iad for many years that combi�ies the two <br />properties and does create an intelligent solution. <br />Turner - 533-616°. Jim Turner is with the North Central <br />builders who proposed to put a. garage addition on the home <br />of r4r. Wilkinson at 2917 Arona. This �vill be a free standing <br />garage which will rec{uire a minor variance to locate it so that <br />it will work in the backyard of t}iis property. It will be 26 feet <br />from tlle rear lot line, and 22 feet from the side lot line. <br />This appears a reasonable solution on this site. <br />Eaves - 63�-3562. Larry Eaves from the Center Companies representing <br />Rosedale and Rich Vida from TGIF Friday's were in to discuss a <br />possible location of a Friday's free stanciing restaurant with 8,500 <br />square feet and 200-225 seats on the Rosedale Shopping Center site <br />at the southeast corner contiguous to the ramp off Snelling to westbound <br />traffic on Hwy. 36. We reviewed with them the long standing agreed <br />upon policy with Dayton Hudson anci the city regarding the sprinkling <br />of peripheral development around the sliopping center noting that the <br />tendency to do that as was done in Brookdale was as exactly what the <br />city and Dayton Hudson agreed not to do, We suggested that expansion <br />within the center with the accomadation of additional re�uired parking <br />by ramping is the direction they should go. We encourage them to look <br />at tlle possibility of Class 1 restaurant facilities in combination with <br />a hotel within the center as was done in the Galleria in Houston initially <br />and copied in many major regional shopping cente� around the country.since. <br />This was discussed with the llayton Hudson people ten years ago, and we feel � <br />is a viable potential for the future today. tiVe do feel that the sprinkling <br />of peripheral uses around the center, however, will not be in the <br />center's interest functionally or esthetically, and it should be discouraged. <br />The city did turn down a T`BA free standing unit on the Snelling Avenue <br />some years ago, tlius firmly establishing this principle. , <br />
