• ROSEVILLE PLANNING OFFICE HOURS 9/18/91
4• Harvey Peterson, Dave Goldner; CATCO

Mr. Peterson and Mr. Goldner came in to discuss the conditions of
approval to the variance they had requeste at their building on
Long Lake Road south of C-2. They are adding parking within the
front setback area. Landscaping was the first issue, and we agreed
that 6 overstory trees would be planted in the front yard, either
evenly spaced or clustered at the drive openings, and shrubs at
least 2-1/2' tall would be planted along the entire Long Lake Road
frontage.
Lighting was the other issue.
building, which we indicated might be adequate,t ut we h ould need
to see t h e i s o l u x d a t a f r o m t h e i r lig h t ing person in order to
veriy that the lighting levels met the design standards. They
noted that the neighboring businesses offer some illumination to
their parking area. We indicated that this could be factored into
the lighting plan, but if the lighting at the adjacent faclity
were to change in any way in the future, they would be required to
add the necessary lights to bring their site up to standards.
On an unrelated topic, Mr. Peterson brought up a drainage problem
between his property and the property to the north. Drainage is
generally north to south on the lots west of Long Lake Road, and
CATCO and several properties to the south have an agreement and
easements to share drainage, The property to the north is not part
of the agreement but has been allowing ;ts atormwater to drain
across CATCO's property in the middle of the lot, washing aray
gravel on CATCOs lot. When the current parking lo work was being
done, CATCO had its contractor build a small asphait dam at the
north lot line to prevent this drainage from coming onto the
property. Stormwater backed up on the adjacent lot, and the owner
came Qno CATCO's property and cut a hole in the dam without Mr,
Peterson's permissfon. Mr. Peterson did not ike this and told his
neighbor so.
We explained to Mr. Peterson that it is each property owners
rsponsibility ta handle the drainage from their own lot and that,
unles there is some mutual agreement, he does not need to take the
drainage from his neighbor's lot if it is different from the way
sormwater has flowed histor3caily,
• Richard Simmons, CMS (560-1237j
Mr. Simmons is a developer and construction manager who has entered
int a partnership with a group of area doctors hoping to con•rt
the former Mack Hotel at Fairview and County Road C into a maor
medical facility for Rosevlle, Th buildin
remodelling, aould house doctors nffices, specializedWsurgeonse
offices, and an after-hours emergency care facility served by an
