Brian Kinder, 1347 Burke Avenue <br />3 <br />Mr. Kinder's home is on the corner of Burke and Hamline, facing <br />Burke, but the garage door opens out the side of the house facing <br />Hamline. With the reconstruction of Hamline Avenue, there will be <br />only 12' of yard between the garage door an� the new sidewalk, <br />which is less than a foot from the right-of-way line. This is not <br />enough space to park or maneuver his 20' pick-up truck as he had <br />done in the past. The home was built many years ago within 11' of <br />the right-of-way line without a variance, which did not present a <br />serious problem as long as Hamline was narrower, but with the <br />widening Mr. Kinder faces a dilemma. <br />The County has agreed to work with Mr . Kinder and accommodate a <br />reasonable solution that would give him adequate access to the <br />garage as part of their construction project. We discussed a <br />number of alternatives, but agreed that the most reasonable one <br />would involve building an extension of the driveway from its <br />current location across the corner of the lot to connect with a new <br />curb cut on Burke. This way Mr. Kinder could enter his lot off <br />Burke, pull up to the current driveway pad and back into the <br />garage, giving him full visibility of the sidewalk and Hamline <br />Avenue in the process. He could then exit the garage directly onto <br />Hamline, also with full visibility. This solution would put a new <br />. curb cut and a portion of a driveway in place if and when Mr. <br />Kinder might remodel the garage to have its door face Burke. <br />Ramsey County has agreed to draw up the plans for Mr. Kinder and <br />do the construction as part of the Hamline Avenue work. City <br />engineering staff are investigating the possibility of f inancing <br />the work and assessing the property. <br />5. Pacific Mutual Door <br />We reviewed plans that were submitted by Pacific Mutual Door in <br />anticipation of their appointment with us on July 31. The plans <br />are for the expansion of their building at County Road C and <br />Fairview onto the adjacent Reilly Tire site, and modifications to <br />the site necessitated by the building expansion and by the <br />additional right-of-way dedication on Fairview Avenue. <br />The plans are an improvement to ones presented some weeks ago, but <br />still have serious shortcomings. The Pacific people have showed <br />a sincere interest in developing a high quality project, but we <br />surmise there may be a problem in communicating specific <br />information and requirements to their architect, whose office is <br />in Kansas. The current plans show a discrepancy in certain <br />dimensions, resulting in a new parking area proposed in front of <br />• the building addition that is located about 20' back from where it <br />could be. We made notes on the plan, illustrating clearly the <br />proper dimensions, and will send this information to them. <br />
