This enlarge- <br />ment would enfringe on the shoreline to the extent that a <br />pathway around the pond would be unfeasible. We suggested <br />this is not in the public interest, and its value to the City <br />for park purposes would be practically destroyed. <br />Dave Janisch called the Rice Creek Watershed engineering <br />consultants, pointing out our concerns. Dave noted that they <br />will accept keeping the pond as originally proposed, but <br />requested the transplanting of some of the marsh vegetation <br />(where the pond is to be filled) to the east side of the <br />existing pond. This is a good solution, and will result in <br />the pond being useful for public, park, and ponding purposes. <br />6. Warner, 481-0370 <br />Marvin Warner lives at 2535 Rice Street, on a single family <br />lot on the west side of Rice Street, with a 169 feet of <br />frontage. He wants to have his land rezoned to B-3, <br />permission to repair automobiles in his existing two car <br />garage, and have the ordinance changed to allow for him to <br />sell used cars on the site. He proposes to park t�e cars on <br />th� lawn in the front of his house. <br />� We r�va.ewed the City's policy regarding strip zoning of <br />commercial str�ets such as Rice Street, suggesting that <br />application for his proposed use would result in a negative <br />decision. At his request, we rev�ewed the procedures that <br />would have to be followed, including the petition �f fifty <br />percent of the contiguous landowners, inasmuch as the <br />prc�posal is not in conformance with thc� Comprehensive Plan. <br />He noted that he could get permission to do this on the <br />property across the street in Vadnais Heights, on land that <br />was recently zon�d comm�rcial. I suggested that h� proceed <br />with that site, or some other location where this use is <br />�ermitt�d. <br />He noted that there are fifty locat�.ons in Roseville where <br />people are s�lling us�d cars. He noted that he and t�is <br />brothers pick up cars at auctions, r�pair them, and sell <br />them. I noted t�hat th� ordinance cloes nat ai.low a"used car <br />lot" as a principal us�, but that us�d cars are permitt�d �or <br />sal� in conjunction with a n�w car agency. <br />7. Rosewood, 631-3254 <br />Pete Hilc�er, from Ro��we�d, Dennis Marhula, from westwood <br />Engineering, and Herb Ketcham and George Loisos, both from <br />the Architectural Alliance, were in to revi�w the revised <br />preliminary site plans for th� d�velopment of their office <br />� park in the tax increment district at the northwest corner of <br />Highway 36 and 35W. The plans have been substantially <br />revised, and have many good points of design and functional <br />layout. <br />
