• <br />• <br />Planning Office Hours <br />August 20, 1986 <br />Page 2 <br />The Lincoln Companies have submitted application for <br />amendment to the land use plan, rezoning (to B-4), and <br />approval of Special Use Permit for site plan approval, to be <br />brought to the Planning Commission for its September meeting. <br />3. Vannase, 631-1711 <br />Leonard Vannase was in with Jim Hall, from Planning and <br />Design Associates, and Derrick Young, landscape architect, to <br />review their preliminary plans for the development of a Price <br />Savers site on the Twin City Freight Line property west of <br />35W and east of Long Lake Road. We noted our previous review <br />of the City's concerns regarding this location, and specific <br />details of their site plan. Their current submission is in <br />response to those concerns. We, therefore, did not nor� did <br />they desire us to go through the specific elements of our <br />previously expressed concerns. <br />Their proposal consists o� a 107,000 square foot building, <br />with 750 car parking capacity. One hundred seventy of these <br />stalls are on the upper level on the south edge of the <br />property. They do not have finished topography at this <br />point so, therefore, the exact nature of the terrain is not <br />discernible at this point. <br />They noted that surveys are being done to pin down the <br />� location of the easements, particularly the power line ease- <br />ment which is a"floating" easement one hundred feet in <br />width. <br />They propose to retain the billboard on the site, and utilize <br />it for a pylon sign, or they may tear it down and construct a <br />new pylon sign. <br />� <br />The proposal has major problems from a site planning <br />standpoint. The rear oi the building is oriented toward Long <br />Lake Road, where f acilities for s9.x semitruck loading bays <br />are proposede Thus, the site is really turned 180 degrees <br />from what it ought to be. This is due on this site, to the <br />existence of the easements for the power �.ines and fuel lines <br />through the site. <br />The "tire shop", is to be located on the east end of the <br />site, with its overhead doors accessing direct to the �rontage <br />road contiguous to the building. The access drive past the <br />building on the north side, from Long Lake Road to the major <br />parking area, is only twenty-four feet wide with cars parked <br />on both sides. This is highly undesirable. A major portion <br />of the parking to the south (170 cars) is elevated with a <br />circuitous route to this area from the building exit, maki.ng <br />for difficult accommodations for carts hauling material to <br />the parking area. <br />
