Planning Offic' Hours A ril 16 1986
 p ► Page 6
li. Kaotoski, 483-9767
Richard Kaotoski is a realtor, proposing to sell Mr. and
Mrs. Jim Casey's land northeasterly of the intersection of
Victoria and Roselawn. This total land area consists of
about three and one-half acres, with a single family home
and a garage (stable) with an apartment on the second floor.
Mr. Casey has noted that this apartment has been rented for
over thirty years. Mr. Kaotoski inquired as to whether or
not the existing sewer system serving the rental unit could
continue, even though the public sewer has now been extended
to serve the two living units on t.he site. He was informed
that both the single family home and the rental unit must be
connected to the sewer within two years, in accordance with
normal City policy.
We discussed various ways in which the property could be
further developed. Mr. Kaotoski indicated that the Casey's
are considering selling the entire site, without dividing or
developing the land themselves.
12. Johnson
Richard Gray and Jim Johnson, from Toltz, King, Duvall,
Anderson and Associates, Inc., were in to discuss proposed
changes to the Northwestern College Planned Unit Development
proposal. The changes include moving the proposed new
dormitory structure northwesterly, so as to be 150 feet from
• the rear of the single family lots to the east side of the
College property. The previous setback was 110 feet.
The tennis courts were progosed to be 270 feet back, whereas
they were 70 feet prviously. We suggested that the 270
foot setback is excessiv, and will result in wasted land
beteween the courts and the east property line. We
suggested the courts might be relocated so as to be setback
approximately 100 to 150 feet, and moving the pathway to the
west of that, so the pathway would not provide a potential
distrubance to the neighbors to the east. They agreed with
these proposals, and will revise their plans accordingly.
They also changed the entrance at the west end of the site
so as to avoid the existing single family homes to the south
of Lydia Avenue. We also suggested that there be a detailed
larer scale landscaping plan prepared for the east end of
the Campus where the property is contiguous to the single
family homes. This is where the major areas of concern
exist, and where specific details should be worked out to
mitigate the impact on the single f amily homes. We alsa
suggested that they meet with the single family homeowners
to review these plans prior the next Public Hearing. It
appears that the impact of oak, oak wilt disease, and
cutting done by NSP under the power lines has reduced the
 foliage signifcantly in this area.
