g. <br />The applicant is aware that any future variance requests will be reviewed on their merits, and <br />21 <br />the platting process does not have any impact on the variance process, if needed, in the <br />22 <br />future. <br />23 <br />FPA <br /> <br />INAL LAT PPLICATION <br />24 <br />The final plat documents, included with this RCA as Exhibit A, conform to the approved preliminary <br />25 <br />plat with respect to the arrangement and size of lots, dedications of rights-of-way, and drainage and <br />26 <br />utility easements, all of which conform to the applicable standards of the subdivision code. The <br />27 <br />conditions of preliminary plat approval have all been satisfied as follows: <br />28 <br /> <br />a. <br />The Public Works Department shall approve easements, grading and drainage, storm water <br />29 <br />management, and utility requirements as necessary to meet the applicable standards prior to <br />30 <br />the approval of the final plat or issuance of permits for site improvements. <br />31 <br />Public Works staff has approved these plans and easements as proposed. <br />32 <br /> <br />b. <br />Permits for site improvements shall not be issued without evidence of an approved permit <br />33 <br />from the watershed district. <br />34 <br />The Ramsey-Washington Metro Watershed District has given its preliminary approval of the <br />35 <br />plans, which is typical of this stage of development; this condition is satisfied, but approved <br />36 <br />permits are still required. <br />37 <br />c. <br />Final plat approval shall not be issued without approval of a tree preservation plan, <br />38 <br />accounting for any changes to grading, utility, or storm water plans not yet anticipated, by the <br />39 <br />Community Development Department. <br />40 <br />The tree preservation and replacement plan submitted with this plat proposal is included <br />41 <br />with this RCA as Exhibit B. <br />42 <br />preservation plan and generally found it to be adequate, but had the following comments <br />43 <br />about implementation of the plan. <br />44 <br /> <br />1.\[Mark\] would like to see a detailed plan for the fencing included in the specs. Steel posts, <br />45 <br />6 feet apart, orange fencing, as is requested in the new ordinance. <br />46 <br /> <br />2.Per ordinance, the oak wilt season starts March 15th. Its best to wait until after that <br />47 <br />date to begin working in oak trees, especially with the immediate neighbors having some <br />48 <br />nice oak trees in their yards. If absolutely necessary, they can have someone on hand to <br />49 <br />seal wounds per city ordinance, stumps included. <br />50 <br /> <br />3.\[Mark is\] uncertain of timeline for transplanting oaks, but that should be determined as <br />51 <br />springtime would be best. <br />52 <br /> <br />4.Proposed fence in SW corner of property should be extended to street if catalpa is to be <br />53 <br />preserved. <br />54 <br /> <br />5.Proposed linden trees by north entrance may cause site line issues. Possibly some trees <br />55 <br />could be planted across the street as they are on Oxford St. <br />56 <br /> <br />6.Driplines are not included for trees being preserved.
