Attachment A <br />Memorandum <br />2/3/16 <br />DATE: <br />Roseville Planning Commission <br />TO: <br />Ben Gozola, AICP <br />FROM: <br />Planned Unit Development Ordinance Update <br />SUBJECT: <br />Overview <br />With the tree preservation ordinance complete, Sambatek began work on the Planned Unit <br />Development section of code in November of 2015, and presented an initial draft to the City <br />Council in December. We have incorporated final edits as directed by Council, and the <br />ordinance is now ready for a public hearing and Planning Commission consideration. <br />Dating back to our initial meeting with the Planning Commission and City Council, general <br />goals we were asked to achieve included: <br />Approve PUDs as an overlay district to ensure that underlying zoning will apply to <br />issues not specifically addressed by the PUD <br />PUDs cannot be a variance work around…there must be trade-offs <br />Documentation of the give and take must be provided by the applicant <br />Flexibility should extend to at least building placement, trees & landscaping, open <br />spaces, parking standards, and exterior materials <br />Tradeoffs should include at least better storm water management, Increased <br />setbacks & buffering, sustainability improvements, and structured parking <br />Do not tie PUDs to specific types of developments <br />Keep some creativity in the process to allow for new and exciting things to come <br />forward <br />Review <br />The final ordinance before the Planning Commission is organized as follows: <br />(A) Purpose and Intent <br /> – This is the section that tells potential applicants what the City <br />wishes to achieve through the PUD process, and sets the stage for future decision <br /> <br />
