b. A smaller tree can be considered a herita�e tree if: <br />i. A de�reed forester or certified arborist determines it is a rare or unusual species <br />or of exceptional quality, or <br />ii. If it is specificallv used by a developer as a focal point in a development proiect, <br />and the Community Development Department concurs with the designation given <br />the tree's location, species, and/or likelihood to become a prominent feature of the <br />development. <br />2. Si�nificant Trees: <br />a. All deciduous trees with DBH measurements of twelve (12) inches or �reater, but less <br />than twentv-seven (27) inches. <br />b. All coniferous trees that are twenty-five (25) feet tall or �reater, but less than fifty (50) <br />feet in hei�ht. <br />3. Common Trees: <br />a. All deciduous trees with DSH measurements of six (6) inches or �reater, but less than <br />twelve (12) inches. <br />b. All coniferous trees that are twelve (12) feet tall or �reater, but less than twenty-five <br />�25) feet in hei�ht. <br />4. EYempt• <br />In lieu of one of the above classifications, an inventoried tree mav be classified as <br />"Exempt" if a de�reed forester or certified arborist certifies that one or more of the <br />following conditions are met: <br />a. The tree is identified as an Invasive Snecies and must be removed. <br />b. The tree suffers from a maior insect or pathological problem that cannot be resolved; <br />c. The tree is experiencing extensive decay or hollow; or <br />d. The tree has suffered damage or is in poor condition such that it has a life expectancy <br />of less than ten (10) years. <br />e. The tree must be removed to accommodate the installation of public streets, utilities, <br />or storm rvater pondin� areas. Trees classified as exempt based onlv on this condition <br />shall be clearlv identified on plan sets and within the required matrix. <br />F. Incentive Multipliers <br />To incentivize the protection and preservation of the most important trees within the <br />community, the followin� incentive multipliers are to be used a�ainst the net nreservation or <br />loss shown on a tree preservation plan as required in Section 1011.04(G): <br />Heritage Trees: 2.0 <br />2. Si�nificant Trees: 1.0 <br />3. Common Trees: 0.5 <br />G. Tree Preservation Plan Set Required <br />At the time of application for preliminary plat, �radin� permit, demolition permit or buildin� <br />permit which includes the demolition of a principal structure; a tree preservation plan <br />meetin� the followin� requirements, or a simplified plan set as outlined in 1011.04(H), shall <br />
