Mr. Culver opined that this should allow sufficient compari- <br />son infonnation to allow Park staff to consider their resources and ability to assist <br />that process. <br />At the request of Councilmember Willmus, Mr. Culver confirmed that a total of <br />14,000 cans were available including for multi-family residential units. Mr. Cul- <br />ver clarified that this also accounted for those multi-family buildings, a total of <br />approxirnately 9,000 units citywide, having more than one unit per container. Mr. <br />Culver noted that soine buildings have only a few actual bins and that the totals <br />were not based on a one-to-one container per unit; but provided for at least one- <br />to-one containers for each single-family residents, with soine of those utilizing <br />multiple bins. <br />Regarding the cost of cart ownership by the city, cost for staff administration and <br />storage of carts addressed by Councilmember Willmus, Mr. Culver clarified that <br />even if the result was for city-ownership of the carts, the contractor would still be <br />required to manage and store the carts, with the city just maintaining ownership of <br />them. <br />Councilmember Willmus opined that the RFP would reflect that those contractors <br />would not store or manage the carts for free. <br />Mr. Culver noted that this was a recognized option, and would be reflected in the <br />price per unit, identifying storage, swapping out and other logistical expenses. <br />At the request of Councilinember Willinus, Mr. Culver confirmed that the RFP <br />included a proposal for weelcly pick-up versus every-other-week. <br />Specific to revenue sharing and current market conditions, Councilmember <br />Willmus suggested that the RFP provide a conduit for or incentive for some type <br />of reward program or system for its customers. <br />Mr. Culver advised that each proposer/contractor would be able to add such in- <br />centives to their value-added submissions as part of the proposal. Mr. Culver re- <br />viewed some options used by other communities, such as a coupon program based <br />on the amount of recycling and earning points from participating vendors. <br />Councilmember Laliberte advised that she had been asked about coupon pro- <br />grams, and also told of incentives used by other communities when recycling ton- <br />nage increased, and asked if rebates or other considerations could be part of the <br />value-added component of the RFP. <br />Mr. Culver advised that a contractor could propose such a program as part of their <br />value-added RFP submittal. Mr. Culver stated that he wasn't sure how other <br />communities had handled credits for increasing tonnage. However, given the past <br />
