Regular Planning Commission Meeting <br />Minutes – Wednesday, April 6, 2016 <br />Page 2 <br />Member Kimble volunteered to serve as an alternate for the Variance Board. <br />45 <br />MOTION <br />46 <br />Member Boguszewski moved, seconded by Member Gitzen to appoint Member <br />47 <br />Kimble to serve as the Alternate Member appointed to serve in the absence of one <br />48 <br />of the other members. <br />49 <br />It was noted that the City Council would ratify these appointments at the next available <br />50 <br />City Council meeting; and further noted that the Variance Board would elect officers at <br />51 <br />their next meeting. <br />52 <br />Ayes: 7 <br />53 <br />Nays: 0 <br />54 <br />Motion carried. <br />55 <br />4. From the Commission or Staff <br />59 <br />Interim Community Development Director Collins reminded commissioners of the <br />60 <br />upcoming Ethics Training scheduled for April 13, 2016 at 6:00 p.m. <br />61 <br />Chair Boguszewski asked that, if commissioners are unable to attend, they view the <br />62 <br />meeting to verify their participation. Chair Boguszewski advised that he would be unable <br />63 <br />to attend the meeting; with Member Daire also noting his inability to attend that evening. <br />64 <br />Ms. Collins advised that she would provide a link to the recording of the meeting. <br />65 <br />Ms. Collins reported recent discussion by the City Council, with the Planning Commission <br />66 <br />in mind, regarding a slight revision in the Uniform Commission Code that would enable <br />67 <br />advisory commissions to call a special meeting between regular meetings. Ms. Collins <br />68 <br />advised that this issue would be further discussed, and possibly finalized as the City <br />69 <br />Council’s April 11, 2016 meeting. <br />70 <br />At the request of Member Daire, Ms. Collins advised that calling for and notification of a <br />71 <br />special meeting would fall under Open Meeting Law statutory requirements for a three- <br />72 <br />day notice. <br />73 <br />Referencing the lateness of the March 2016 Planning Commission meeting, and <br />74 <br />comments he had fielded subsequent to that meeting, Chair Boguszewski reported on his <br />75 <br />review of current meeting guidelines that he had researched on the City’s website. Chair <br />76 <br />Boguszewski advised that the meeting had been held within the guidelines of current <br />77 <br />rules with the only stipulation being that no new business was introduced after 11:00 p.m. <br />78 <br />without a majority vote of the commission, and that no meeting would extend beyond <br />79 <br />midnight without majority vote. <br />80 <br />At the request of Chair Boguszewski, Ms. Collins clarified that the City Council had a self- <br />81 <br />imposed 10:00 p.m. curfew under their “Rules of Procedure.” Chair Boguszewski asked <br />82 <br />Ms. Collins to review and make recommendation as to how the Planning Commission <br />83 <br />may proceed similarly at subsequent meetings. <br />84 <br />5.
