Regular City Council Meeting <br />Monday, July ll, 2016 <br />Page 20 <br />Specific to the HDR/MDR discussion, Councilmember Willmus noted a consider- <br />able amount of this discussion had been initially undertaken by former Communi- <br />ty Development Director Paul Bilotta prior to his departure; and suggested the <br />Commission review those materials and his presentation. Councilmember <br />Willmus stated opined it was good information for the Commission's review and <br />should set in place the City Council discussion to-date regarding balancing HDR <br />and MDR community-wide. <br />Regarding the comprehensive plan update process itself, Mayor Roe indicated one <br />area of discussion for the City Council had been the public involvement in that <br />update; and a check-in with the previous community visioning of Roseville to de- <br />termine if those goals and objectives were still relevant. Mayar Roe noted the <br />need to review those community aspirations with the community to make sure <br />they remained in line, or if there were additions or changes needed. Mayor Roe <br />noted this should be a significant part of the public process for staff as directed by <br />the City Council; and serve to point in the right direction in reviewing the existing <br />plan and any new topics that haven't yet come up or ideas from the public that <br />hadn't been considered. <br />Commissioner Bull noted some of the initial information provided by staff that <br />raised concerns with the Commission prompting significant conversations in- <br />volved quality of life issues that were suggested as goals for the new comprehen- <br />sive plan, without the Commission being aware of where those ideas had come <br />from (e.g. having fresh food in the vicinity of senior living, community health ini- <br />tiatives, etc.). Commissioner Bull stated the Commission saw that as well as the <br />apparent exclusion of several departments (e.g. Parks and Recreation Department <br />relying on their Parks Master Plan work to-date without further update). As a re- <br />sult, Commissioner Bull advised the Commission questioned how this compre- <br />hensive plan could be comprehensive by excluding various components from the <br />update. Therefore, Commissioner Bull opined the Commission needed guidance <br />on how that worked. Commissioner Bull further questioned how the short RFP <br />process time and vendor selection could work without the Commission knowing <br />the scope for the update; and concerns with having a contract in place and poten- <br />tial changes of the scope that could impact costs for the update. <br />Mayor Roe assured the Commission that the timeline had since been changed <br />based on the most recent City Council discussions. Also, while some of the topics <br />mentioned had been suggested by third parties as a consideration in updating <br />comprehensive plans, Mayor Roe noted they were not mandates, but offered as <br />suggestions for communities choosing to include them. Mayor Roe opined many <br />of those ideas may come into the process that way, but overall the intent was that <br />the update be informed through public input on past aspirations.
