Mr. Trudg- <br />3eon opined, that if having to choose, the HRC could meet less frequently, recog- <br />4nizing the HRC may have a different opinion. <br />5 <br />6Councilmember McGehee stated she would be happy to support City Manager <br />7Trudgeon’s proposal understanding that it needed to remain flexibility as a pilot <br />8program, allowing City Manager Trudgeon the discretion for that flexibility. <br />9 <br />10Councilmember Laliberte noted she had been anxious to hear the HRC’s 2016 <br />11plans; and noted that moving forward in filling vacancies related to those items <br />12listed in their work plan, and noted that they listed only one new item beyond <br />13their current work plan. Councilmember Laliberte admitted she didn’t have a <br />14good feel for the work of the HRC and staff need, since there didn’t appear to be <br />15much new ground to cover other than plugging into the SE Roseville efforts. <br />16Therefore, Councilmember Laliberte suggested seeing if the HRC meeting 4-6 <br />17times per year was viable unless needed more often, while continuing to have the <br />18CEC meet 12 times per year. <br />19 <br />20Mayor Roe noted that a commission could also cancel meetings if and when they <br />21were found unnecessary. <br />22 <br />23After hearing from the chairs of both commissions, Councilmember Etten opined <br />24that it was important for them to retain a full slate of meetings to continue their <br />25work. Therefore, Councilmember Etten admitted he was struggling with the rec- <br />26ommendation of City Manager Trudgeon and was reluctant to cut back on meet- <br />27ing frequency when commissioners were saying they still needed monthly meet- <br />28ings to accomplish their tasks. Councilmember Etten opined that he found it hard <br />29to consider cutting their meeting frequency without cutting reducing their tasks <br />30accordingly, especially if that meant the work would be accomplished offline ver- <br />31sus in the public arena. <br />32 <br />33Councilmember McGehee noted that commission meeting minutes were not pre- <br />34viously formalized as they are now; and questioned how essential that is especial- <br />35ly if it took staff time. <br />36 <br />37Mayor Roe clarified that the staff time being discussed was that in preparing for <br />38the meetings; with City Manager Trudgeon concurring, noting that frequently it <br />39required 2-3 hours for each meeting. <br />40 <br />41In response to Councilmember McGehee referencing past meeting agendas, and <br />42not full meeting packets, City Manager Trudgeon clarified that as with any com- <br />43mission, a lot of input was needed, including background materials. Depending <br />44on the commission, Mr. Trudgeon noted that some did their own work in prepara- <br /> <br />
