Human Rights Commission Minutes <br />January 20, 2016 – Draft Minutes <br />Page 3 of 9 <br />Commissioner Carey stated “assisting the Minnesota Human Rights “ is stronger than <br />92 <br />“supporting the Minnesota Human Rights”. <br />93 <br />94 <br />Ms. Collins stated the City does not have any enforcement agency so they cannot secure housing <br />95 <br />for any organization or entity but they can recommend policy changes to the City Council and <br />96 <br />provide informational sessions. She cautioned the Commission about using the words “civic <br />97 <br />engagement” because this is a focus for a different Commission. <br />98 <br />99 <br />Ms. Collins suggested editing the first sentence of the paragraph of 205.02 to read “The purpose <br />100 <br />of the commission is to encourage full participation in the affairs of this community by assisting <br />101 <br />the state department of human rights in implementing…” and the second sentence to read <br />102 <br />“…will work to increase the sense of community by providing education and social opportunities <br />103 <br />and support around the topics and issues of human rights.” <br />104 <br />105 <br />Commissioner Carey recommended adding 205.02.F. to partner with the Community <br />106 <br />Engagement Commission. <br />107 <br />108 <br />Commissioner Christiansen suggested changing the wording to allow for partnering with all of <br />109 <br />the Roseville Commissions. <br />110 <br />111 <br />Ms. Collins suggested changing it to “other commissions” and striking “ …as one”. She stated <br />112 <br />the Commission would have to have a draft prepared for consideration by the City Council at <br />113 <br />their February meeting. <br />114 <br />115 <br />Chair Groff suggested using the wording “various commissions” rather than “other <br />116 <br />commissions”. <br />117 <br />118 <br />Commissioner Slade asked if the idea behind “formulate a human relations program” is to create <br />119 <br />a curriculum and if so who would be the intended audience. <br />120 <br />121 <br />Commissioner Slade stated her interpretation would be that the City Council would provide <br />122 <br />direction on what they would like the Commission to focus on, such as the mental health <br />123 <br />dialogues. <br />124 <br />125 <br />Commissioner Christiansen suggested changing “human relations” to “human rights” in Section <br />126 <br />205.02.B. <br />127 <br />128 <br />Chair Groff stated 205.02B. and 205.02.D. both involve formulating programming. <br />129 <br />130 <br />Commissioner Christiansen asked if they should strike 205.02.B. <br />131 <br />132 <br />Ms. Collins stated 205.02.B. specifies programming for the City versus 205.02.D., which <br />133 <br />specifies the community. <br />134 <br />135 <br /> <br />
