Human Rights Commission Minutes <br />January 20, 2016 – Draft Minutes <br />Page 4 of 9 <br />Commissioner Carey stated her interpretation of 205.02.B. was the Commission would support <br />136 <br />and direct individuals and organizations in the community in implementing human rights as <br />137 <br />opposed to 205.02.D. which spells out providing education to the community. She <br />138 <br />recommended the Commission ask for clarification on 205.02.B. <br />139 <br />140 <br />Mr. Collins suggested adding a comment in the recommended changes for the City Council to <br />141 <br />clarify these items for the Commission. <br />142 <br />143 <br />Commissioner Carey moved and Commissioner Christiansen seconded a motion to <br />144 <br />approve the recommended changes to Section 205.02 Scope, Duties, and Function of the <br />145 <br />City Code and present these changes to the City Council. The motion carried <br />146 <br />unanimously. <br />147 <br />148 <br />b.Essay Contest Update <br />149 <br />150 <br />Commissioner Christiansen stated the schools have distributed the essay contest information <br />151 <br />through their list serve. She reviewed the proposed rubric that she had worked on with Ms. <br />152 <br />Bachhuber for grading the essays. <br />153 <br />154 <br />Commissioner Slade asked if there were allowances made for grade level for various <br />155 <br />components such as spelling and grammar. <br />156 <br />157 <br />Youth Commissioner Cederberg stated he did not believe allowances needed to be made for <br />158 <br />grade level as this would sort itself out during the process. He asked if the grading for <br />159 <br />idea/suggested would be based on the quality of the suggestion or the quality of the presentation <br />160 <br />or argument. <br />161 <br />162 <br />Ms. Collins asked if the Commission had specified the number of references and suggestions the <br />163 <br />students needed to have. <br />164 <br />165 <br />Commissioner Christiansen stated the Essay Rules specify the essay should have at least two (2) <br />166 <br />reasons why voting is important and two (2) suggestions on how to increase voting in the U.S. <br />167 <br />but it does not specify the number of references or resources they need to use. <br />168 <br />169 <br />Ms. Collins suggested grading on quality of argument that allows 0-3 points. <br />170 <br />171 <br />Youth Commissioner Cederberg suggested grading on evidence and analysis of the arguments. <br />172 <br />173 <br />Commissioner Carey suggested the wording for the subjective grading to “weak”, “null”, <br />174 <br />“strong”, and “very strong” to keep it consistent. <br />175 <br />176 <br />Commissioner Christiansen asked if the Commission would want to score on whether or not <br />177 <br />references were used. <br />178 <br />179 <br /> <br />
