Human Rights Commission Minutes <br />February 24, 2016 Draft Minutes <br />Page 3of 11 <br /> <br /> <br />91 <br />Commissioner Christiansen suggested the City consider looking into ways they could utilize <br />92 <br />volunteers to assist staff. She felt the Commission was being penalized by suggesting they only <br />93 <br />have 6 meetings a year. <br />94 <br /> <br />95 <br />Commissioner Carey stated there had not been a push to reduce the number of meetings held by <br />96 <br />the Community Engagement Commission and she did not agree with this. She asked if the HRC <br />97 <br />was using more staff hours than other Commissions. <br />98 <br /> <br />99 <br />Ms. Collins stated the Human Rights Commission is the only Commission that hosts events and <br />100 <br />this does take staff time to plan and coordinate. She stated her understanding was the City <br />101 <br />Council was content with the level of programming the HRC does. <br />102 <br />responsibility is to look at the programs and services offered by the City. <br />103 <br /> <br />104 <br />Chair Groff stated the Commission would continue meeting 12 times a year and the City Council <br />105 <br />would be filling the open vacancies on the Commission so they can continue their work. The <br />106 <br />City Council does want the Commission to look at hosting ethnic events but at this time the <br />107 <br />Commission would not be able to take on more work. <br />108 <br /> <br />109 <br /> <br />b. <br />110 <br />City Code <br />111 <br /> <br />112 <br />Ms. Collins stated the City Council would like the Commission to revisit the Formulate Human <br />113 <br />Relations Program. <br />114 <br /> <br />115 <br />Chair Groff stated the City Council had been appreciative of the work the Commission had done <br />116 <br />on the Scope, Function and Duties section of the Ordinance. He stated Councilmember McGehee <br />117 <br />interpreted the formulating of human relations programs to encompass the programming the <br />118 <br />Commission has done. He recommended changing clarifying the programs as human rights <br />119 <br />programs. <br />120 <br /> <br />121 <br />Ms. Collins stated the City Council has also requested the Commission look at the language in <br />122 <br />123 <br />il recommended <br />124 <br />125 <br />rights in implementing the Minnesota Human Rights Act by advocating and supporting the Act, <br />126 <br /> <br />127 <br /> <br />128 <br />Commissioner Slade asked if the state department of human rights should be removed because <br />129 <br />this would not imply a relationship that does not exist between the Commission and the state <br />130 <br />department of human rights. <br />131 <br /> <br />132 <br />the commission is to <br />133 <br /> <br />134 <br /> <br />135 <br /> <br /> <br />
