Regular City Council Meeting <br />Monday, September 12, 2016 <br />Page 34 <br /> <br /> <br />Mayor Roe noted during the previous discussion about the property being subdi- <br />vided and the tax collected is different because it’s not that the City is getting <br />more money because there is additional property and value. Every year the City <br />sets a levy amount, the dollar amount to be collected, and then that is divided <br />amongst all of the properties proportionally based on their value and State law. <br />So just having more property and value does not mean the City collects more <br />money, it just means there are more properties paying tax. Also, the dollars dis- <br />cussed are only the City’s portion of the taxes. <br /> <br />Councilmember McGehee stated this levy, since being considered in three stages, <br />is a $4.22/month increase on the tax levy; a $2.28/month increase in the utility <br />fee; and a $1.51/month increase in EDA if the Council approves as presented. <br />This would total a $8.60/month increase or $103.20/year for every residential <br />homeowner in the median classification. Mr. Miller confirmed that is correct <br />when you factor in the proposed EDA levy and forecast for water and sewer rate <br />increases. <br /> <br />Mayor Roe offered the opportunity for public input prior to Council action on the <br />2017 not-to-exceed levy and proposed budget, noting the budget can be adjusted <br />between now and the end of the year but the levy cannot be increased between <br />now and the end of the year from what is adopted tonight. No one appeared to <br />speak. <br /> <br />McGehee moved, Etten seconded, adoption of Resolution No. 11357 (Attachment <br />A) entitled, “A Resolution Submitting the Preliminary Property Tax Levy on Real <br />Estate to the Ramsey County Auditor for the Fiscal Year of 2017.” <br /> <br /> Roll Call <br />Ayes: <br />Willmus, Laliberte, Etten, McGehee and Roe. <br />Nays: <br />None. <br /> <br />McGehee moved, Etten seconded, adoption of Resolution No.11359 (Attachment <br />B) entitled, “A Resolution Directing the County Auditor to Adjust the Approved <br />Tax Levy for 2017 Bonded Debt.” <br /> <br /> Roll Call <br />Ayes: <br />Willmus, Laliberte, Etten, McGehee and Roe. <br />Nays: <br />None. <br /> <br />McGehee moved, Etten seconded, adoption of Resolution No.11358 (Attachment <br />C) entitled, “A Resolution Adopting the Preliminary 2017 Annual Budget for the <br />City of Roseville.” <br /> <br /> Roll Call <br /> <br />
