Regular City Council Meeting <br />Monday, September 12, 2016 <br />Page 36 <br /> <br />as in the case of the two current outdoor storage facilities, there are other condi- <br />tions believed to be necessary and appropriate for this outdoor storage proposal. <br />He referenced the Fire Marshal recommended conditions and stated the Planning <br />Commission recommends approval of a two-year interim use for the temporary <br />outdoor storage with a number of conditions. Mr. Paschke advised that the reso- <br />lution contains all pertinent conditions. He displayed a site plan and pointed out <br />the proposed location intended for the temporary storage of semi-trailers and <br />drive lane to provide access. <br /> <br />In response to questions by Councilmember McGehee, Mr. Paschke confirmed <br />the Highcrest side abuts the golf course, the fencing requirement will remain in <br />place, and the drive lane will be adequate for the fire truck per the recommended <br />conditions. <br /> <br />Steve Dorff, Meritex, Applicant <br />Mr. Dorff introduced himself and offered to answer questions. <br /> <br />Councilmember Willmus stated the proposed Interim Use Permit is for two years <br />and asked about the long-term plan beyond two years. He also asked whether the <br />applicant has had an opportunity to review the seven conditions and if so, was he <br />in agreement. <br /> <br />Mr. Dorff explained that long-term plans will depend on the real estate market. <br />He used a map to point out another property owned by Meritex that is kiddy- <br />corner from the subject site. He stated in 2005, Meritex had petitioned for an out- <br />door Interim Use Permit to store the same trailers on that site and had improved <br />the property recently with a tax assessed value of about $7 million, which also <br />improved the tax situation in Roseville. At that location, they got in excess of 300 <br />trailers and at the time the Fire Marshal had requirements to provide drive lanes <br />between trailers, noting the trailers were double stacked in the middle. <br /> <br />Mr. Dorff stated they plan to raze the other building, noting the Ramsey County <br />Tax Assessor agrees it is an obsolete structure and subsequently reduced the value <br />down to about $4 million. He explained the potential on the property is far in ex- <br />cess of that with either multiple buildings or one large building. Preliminary <br />plans indicate three buildings but it will depend on the real estate market in late- <br />2017, 2018 when they expect the building to go through a transition. <br /> <br />With regard to the conditions set, Mr. Dorff stated he understood it to be a ten- <br />foot setback from the fence, a drive lane with access to the building for fire pur- <br />poses, and a five-foot aisle between lengthwise of the trailers so firemen could ac- <br />cess should there be an incident inside a trailer. Mr. Dorff stated that would be <br />his only distinction between the seven items. <br /> <br /> <br />
