Attachment D <br />d.The property owner/applicant shall submit a circulation plan that <br />83 <br />demonstrates that the outdoor semi-trailer storage use does not conflict with <br />84 <br />other operations on the site, customer parking, and pedestrian access through <br />85 <br />the site. The Planning Division has reviewed the preliminary plan for vehicle site <br />86 <br />circulation and concludes that existing and future circulation plans do not <br />87 <br />conflict. Staff will, however, require a final plan to be submitted with the <br />88 <br />improvement permit and will require continued monitoring of the approved <br />89 <br />circulation plan. <br />90 <br />e.Outdoor storage of semi-trailers shall include a minimum of 80% of such <br />91 <br />trailers being licensed and operational. Those semi-trailers that are not <br />92 <br />licensed and/or operational shall be stored at the rear of the premises. Planning <br />93 <br />staff will work with the applicant on a plan to address and monitor this condition. <br />94 <br />And WHEREAS, the Roseville Planning Commission recommended the following <br />95 <br />conditions be added to the CU approval for 2500 County Road C: <br />96 <br />1.All semi-trailer storage/parking must be a minimum of 10 feet from a side or rear <br />97 <br />property line. To satisfy the requirement a site specific striping plan must be <br />98 <br />submitted for review and approval by the Planning Division. <br />99 <br />2.The applicant shall work with the Planning Division on a final <br />100 <br />landscape/screening plan. This plan must be submitted and approved by the <br />101 <br />Planning Division as a component of the site improvement permit. <br />102 <br />Landscape/screening shall address both County Road C and Walnut Street views, <br />103 <br />as well as the west and south property boundaries. <br />104 <br />3.The applicant must submit a vehicle site circulation plan that is reviewed and <br />105 <br />approved by the City. The site must be inspected at least once a year for <br />106 <br />compliance with the plan and if found to be non-compliant, measures shall be <br />107 <br />taken to comply. <br />108 <br />4.The property owner is allowed in the future to raze the existing Crown Iron dock <br />109 <br />facility and replace the structure with additional semi-trailer storage/parking. <br />110 <br />5.Any site improvements shall meet all other requirements of the Zoning Code, <br />111 <br />except those that are approved via the variance process. <br />112 <br />6.All semi-trucks or semi-trailers that are being worked upon shall be <br />113 <br />located/stored at the rear (west) of the site nearest the shop building. <br />114 <br />7.The applicant must submit a plan that details where licensed and unlicensed <br />115 <br />trailers will be stored and that no greater than 20% of the trailers will be <br />116 <br />unlicensed. The site must be inspected at least once a year for compliance with <br />117 <br />the plan and if found to be non-compliant, measures shall be taken to comply. <br />118 <br />And WHEREAS, the Roseville City Council has determined the same regarding <br />119 <br />the proposed motor freight terminal as a CU at 2500 County Road C; <br />ONDITIONALSE <br />120 <br />NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to <br />121 <br />APPROVE the proposed motor freight terminal as a CU at 2500 Country <br />ONDITIONALSE <br />122 <br />Road C in accordance with Roseville City Code and subject to the following conditions: <br />123 <br />Page 3 of 4 <br /> <br />
