Regular Planning Commission Meeting <br />Minutes – Wednesday, December 7, 2016 <br />Page 22 <br />splitting things up to ensure at least one of the volunteers was at each opportunity for <br />955 <br />community engagement and then to report back to the full body. <br />956 <br />Member Murphy noted the probable need for alternate representatives when it got to <br />957 <br />that point, depending on schedules and calendars; noting that at some opportunities, the <br />958 <br />full PC or a quorum of the PC may be interested in attending. <br />959 <br />Ms. Major noted as an example the “meeting in a box” tool, seeking interest and <br />960 <br />involvement from all of the PC commissioners, not just the core team, or one or two <br />961 <br />representatives of the PC. <br />962 <br />Chair Boguszewski stated his agreement with any and all of the PC attending, but <br />963 <br />clarified his concern was that a minimum of one representative of the PC, either Member <br />964 <br />Bull, Member Kimble, or Member Gitzen be at each and every activity or event, no <br />965 <br />matter how small or how large; and suggested they work among themselves as to who <br />966 <br />covered which opportunity. Chair Boguszewski reiterated that this was his understanding <br />967 <br />of the City Council’s direction that the PC would serve as the lead for this <br />968 <br />comprehensive plan update. <br />969 <br />At the request of Member Bull, Ms. Perdu summarized tonight’s action plan: <br />970 <br />• Ms. Major would work on an updated plan and then the WSB team would send that <br />971 <br />information back to city staff for dissemination to the PC for individual editing, input <br />972 <br />and ideas; <br />973 <br />• City staff would work on calendar dates to schedule a work session for discussion at <br />974 <br />the January PC meeting <br />975 <br />• A “Table of Contents” would be drafted to circulate to the PC at their January PC <br />976 <br />meeting for their information and additional input; <br />977 <br />• WSB would work with staff to develop the repository of information for the website <br />978 <br />and an appropriate format for it. <br />979 <br />CEC Member Sparby noted that without a “Table of Contents” defined, it would be hard <br />980 <br />to know what engagement was needed. <br />981 <br />Chair Boguszewski noted that the plan would be for the PC to vote on the “Table of <br />982 <br />Contents” in January; and as noted by Member Kimble, something may still be <br />983 <br />inadvertently omitted but the goal was that the process remain open and balanced; and <br />984 <br />remain flexible. <br />985 <br />Member Bull asked that behind the scenes the WSB team and city staff work on ideas to <br />986 <br />engage other cultures in the area to ensure that as the process was finalized, those <br />987 <br />groups were made to understand that their opinions were welcome. <br />988 <br />While specific groups could be asked how best to engage with them, Ms. Major stated <br />989 <br />that her only hesitation would be in doing so before the process as a whole was defined; <br />990 <br />as well as prior to having input from the CEC and Human Rights Commission as part of <br />991 <br />that overall scope. Ms. Major expressed concern that by approaching those groups too <br />992 <br />soon in the process might misdirect efforts and actually unbalance the process. <br />993 <br />Therefore, Ms. Major suggested the PC commit to moving forward with the next step for <br />994 <br />the plan before dialing in those aspects. <br />995 <br />Member Bull agreed to some extent, but also disagreed, opining those groups may <br />996 <br />already have structures and/or meetings in place for outreach if the city only knew they <br />997 <br />already existed. <br />998 <br /> <br />
