Mr. Culver opined this was an extreme 590 circumstance to close a road; and advised that he didn't expect it to happen often 591 or even ever again, since traffic was diverted to another roadway if a road was 592 closed. In this case, Mr. Culver noted that traffic would be diverting to Fairview 593 Avenue, which some may think appropriate and where it should have gone in the 594 first place.
