Attachment A <br />City of Roseville <br />ORDINANCE NO. ____ <br />1 <br />AN ORDINANCE AMENDING §1009.02 OF TITLE 10 ZONING ORDINANCE <br />2 <br />AND <br />3 <br />§1102.01 OF TITLE 11 SUBDIVISION ORDINANCE <br />4 <br />OF THE ROSEVILLE CITY CODE <br />5 <br />THE CITY OF ROSEVILLE ORDAINS: <br />6 <br /> SECTION 1. Purpose: The Roseville City Code, §1009.02 and §1102.01, is hereby <br />7 <br />amended to eliminate these sections and replace them with a formalized policy to be <br />8 <br />administered by the Community Development Department’s Planning Division; <br />9 <br />SECTION 2. §1009.02 is hereby amended as follows: <br />10 <br />Developer Open House Meetings <br />11 <br />Purpose:Certain proposals or applications for development may constitute significant <br />12 <br />departures from the present or historical use and/or zoning of a property. Prior to submitting <br />13 <br />an application for approval of an interim use or zoning map change, therefore, an applicant <br />14 <br />shall hold an open house meeting with property owners in the vicinity of the potential <br />15 <br />development location in order to provide a convenient forum for engaging community <br />16 <br />members in the development process, to describe the proposal in detail, and to answer <br />17 <br />questions and solicit feedback. <br />18 <br />Timing:The open house shall be held not less than 15 days and not more than 45 days prior to <br />19 <br />the submission of an application for approval of a proposal requiring a developer open house <br />20 <br />meeting and shall be held on a weekday evening beginning between 6:00 p.m. and 7:00 p.m. <br />21 <br />and ending by 10:00 p.m. (Ord. 1473, 11-10-2014) <br />22 <br />Location:The open house shall be held at a public location (not a private residence) in or <br />23 <br />near the neighborhood affected by the proposal, and (in the case of a parcel situated near <br />24 <br />Roseville’s boundaries) preferably in Roseville. In the event that such a meeting space is not <br />25 <br />available the applicant shall arrange for the meeting to be held at the City Hall Campus. (Ord. <br />26 <br />1473, 11-10-2014) <br />27 <br />Invitations: The applicant shall prepare a printed invitation identifying the date, time, place, <br />28 <br />and purpose of the open house and shall mail the invitation to the recipients in a list prepared <br />29 <br />and provided in electronic format by Community Development Department staff . The <br />30 <br />recipients will include property owners within the public hearing notification area established <br />31 <br />in Chapter 108 of the City Code, members of the Planning Commission and City Council, and <br />32 <br />other community members that have registered to receive the invitations. The invitation shall <br />33 <br />clearly identify the name, phone number, and email address of the host of the open house to be <br />34 <br />contacted by invitees who have questions but are unable to attend the open house. The <br />35 <br />invitations shall also include a sentence that is substantially the same as the following: <br />36 <br />This open house meeting is an important source of feedback from nearby property owners <br />37 <br />and is a required step in the process of seeking City approval for the proposed \[zoning map <br />38 <br />change/interim use\], and a summary of the comments and questions raised at the open house <br />39 <br />meeting will be submitted to the City as part of the formal application. <br />40 <br /> <br />
