District 10 <br />Planning District 10 extends from County Road D on <br />the north to County Road C to the south, and from <br />Interstate 35W on the west to a portion of Snelling <br />Avenue on the east. This area includes the Centre <br />Pointe Planned Unit Development and the Twin Lakes <br />redevelopment area. The area is an evolving mix of of- <br />fice and other businesses with supporting commercial <br />and housing. <br />The previous versions of the Comprehensive Plan for <br />this district included industrial areas west of Interstate <br />35W, Tower Place, and the commercial area extending <br />south to Highway 36. The area has been divided into <br />new districts with more common land -use issues. <br />Land -Use Issues <br />The primary issue for District 10 will be continuing ef- <br />forts to facilitate the redevelopment of the Twin Lakes <br />area. Twin Lakes has been a long-term redevelopment <br />focus of the City A series of planning studies and en- <br />vironmental reviews have defined development issues <br />and community desires for this area. While the location <br />and access to the regional transportation system make <br />District 10 a desirable development area, classic redevel- <br />opment issues (e.g. obsolete existing uses, underutilized <br />property, poor site configuration, and site contamina- <br />tion) create challenges in attracting investment. <br />Previous planning has envisioned a master -planned ap- <br />proach to redevelopment. A large-scale project would <br />allow the City to work with a single developer to guide <br />land uses and public improvements. Such a project has <br />not materialized.
