District 12 <br />Planning District 12 is bounded on the west by High- <br />way 280 and on the east by Cleveland Avenue. It is <br />bounded on the north by Highway 36 and to the south <br />by Roselawn Avenue. <br />Land -Use Issues <br />The land -use pattern in Planning District 12 is domi- <br />nated by Midland Hills Golf Course, a private golf <br />course, and surrounding residential development. <br />The golf course consists of 160 acres, constituting <br />approximately 40% of the planning district's land, <br />and it physically separates the northern and southern <br />neighborhoods. Experiences of other Twin Cities com- <br />munities have demonstrated some of the issues created <br />when private golf courses are no longer viable and <br />seek redevelopment. The Comprehensive Plan guides <br />Midland Hills as Golf Course to clearly signify that it <br />is not part of the public park system. The property will <br />be zoned in a manner that makes it consistent with the <br />Comprehensive Plan land -use designation. If future <br />redevelopment is proposed, then the City will address <br />the request in the same manner as any other proposal <br />to change land use. <br />This planning district currently does not contain any <br />public park space. The closest existing public park is <br />located to the east at Fairview Avenue and County <br />Road B, and is athletic fields only. Because this planning <br />district is fully developed, the potential for finding land <br />for a future park is very limited. <br />The previous access between County Road B and High- <br />way 280 has been closed.
