Regular City Council Meeting <br /> Monday,January 23,2017 <br /> Page 13 <br /> Recognizing the various options for community engagement, Mayor Roe noted <br /> the International City Managers' Association (ICMA) engagement spectrum and <br /> that more influencing type of engagement and expectation of those participating <br /> versus a more informative-only approach and role for participants. Mayor Roe <br /> asked if that will be framed up as part of overall activities and events as people ar- <br /> rive, including the input, information and suggestions they provide, to let them <br /> know what their participation means to the process and the overall plan itself. <br /> Ms. Major responded that the intent was somewhere in the middle of those two <br /> options, not just informing the public and taking that verbatim response, but with- <br /> out using technical language,making the public aware of that landing spot. <br /> Focus Group Meetings on Topics <br /> Ms. Major referenced the spreadsheet included as an addendum to their memo- <br /> randum, providing more detail on meeting availability across the board, projected <br /> times and locations. <br /> Regarding the Economic Development topic, Councilmember Laliberte asked if <br /> additional coordination with the Roseville Business Council and/or the two <br /> Chambers of Commerce should be involved as well. <br /> Mayor Roe agreed that made sense. <br /> Ms. Major clarified that both chambers would be invited to participate , with their <br /> existing meeting schedules taken into consideration to better coordinate their par- <br /> ticipation. However, Ms. Major also noted that attempts were made to cluster <br /> meetings for better concentration. Ms. Major admitted that it was a balancing act <br /> between their availability and other considerations to provide more intensive ses- <br /> sions. <br /> With confirmation by Ms. Major, Mayor Roe noted that events by invitation <br /> didn't preclude public comment and input. <br /> Councilmember McGehee questioned the clustering of economic development, <br /> land use and education, opining that education had its own plan without any say <br /> from the city for those two school districts. Councilmember McGehee suggested <br /> the diversity intercepts should be done at the Fairview Community Center during <br /> classes. Councilmember McGehee referenced the recent economic development <br /> overview received from the Urban Land Institute providing insight into develop- <br /> ment in the community; and recognized the city's active involvement with both <br /> Chambers of Commerce and the Business Council. <br /> Mayor Roe clarified that these are targeted groups, and not intended to replace <br /> other opportunities. <br />
