Regular City Council Meeting <br /> Monday, April 24, 2017 <br /> Page 19 <br /> In response to Councilmember Laliberte on line 83, Councilmember McGehee <br /> stated her support for "human rights-related matters;" but if the interest was in <br /> specificity, that human rights reference was missing in Items 2 and 3. <br /> Page 2, Line 83 <br /> In response, Councilmember Laliberte again referenced the work of the Task <br /> Force and specific language related to education, programs and community dia- <br /> logues as outlined in this section. Councilmember Laliberte clarified that the in- <br /> tent was not proposed to remove "human rights" efforts from the work plan, but <br /> to include other opportunities for educational programs that might also be needed <br /> in the broader picture. <br /> To add to that, Mayor Roe advised that as part of the Task Force's deliberation, <br /> the attempt was to provide three areas, all referencing back to the purpose state- <br /> ment of the commission. Therefore, Mayor Roe suggested adding "human rights- <br /> related" language to the purpose statement to make it stronger. If the City Coun- <br /> cil was not interested in specificity, Mayor Roe suggested that Section C, Item 1 <br /> might allow that to proceed. <br /> Councilmember Etten agreed with that suggestion; however, stated that he felt <br /> strongly with having "human rights" addressed in the purpose statement, and if <br /> directly referenced in Section C, he was not as concerned in leaving that door <br /> open. With the statement on line 84 about programs eliminating discrimination, <br /> Councilmember Etten stated his support for including "human rights" in the pur- <br /> pose statement. <br /> Motion (Ordinance Language) <br /> Willmus moved, Etten seconded, approval of Ordinance LANGUAGE as present- <br /> ed(Attachment D); amended as follows: <br /> ■ LINE 32, insert "human rights"in place of"community relations;" <br /> ■ Retain numerical items in lines 46-54, <br /> ■ Line 56, strike "recommendations and," <br /> ■ Line 60, insert "human rights-related matters" <br /> ■ Retain numerical items in lines 60-78; <br /> ■ Line 83, strike Etten-suggested edit and leave as originally drafted; <br /> ■ Add Section D,focusing on "Other duties and objectives as identified by the <br /> City Council." <br /> Councilmember Etten spoke in support of retaining line items for more specifici- <br /> ty. <br /> On line 80, Councilmember McGehee suggested that the bullets state"shall"ver- <br /> sus "may" engage residents, and suggested a friendly amendment; ultimately not <br /> accepted by the maker of the motion. <br />
