had made appointments to those vacancies, then three would constitute <br />a quorum of the CEC. <br /> <br />As noted by City Manager Trudgeon, Commissioner Sparby reiterated <br />that quorum requirements would be met by appointing three <br />representatives through the end of March, at which time three <br />representatives would constitute a quorum and no longer be <br />appropriate. <br /> <br />City Manager Trudgeon responded that he anticipated meetings of the <br />subcommittee would realistically extend into April; but advised that as <br />long as there was a clear understanding that at the end of March, three <br />representatives could no longer serve without constituting a quorum. <br /> <br />Vice Chair Holub questioned if the HRC would have any issues with the <br />CEC having three representatives, when they had just met and <br />appointed two from their group to serve on the subcommittee. <br /> <br />City Manager Trudgeon stated that he was not sure why the City Council <br />subcommittee had specified two representatives of each group; but <br />suggested it may be for the purpose of keeping the group smaller. Mr. <br />Trudgeon suggested that the CEC consider, ensuring equal <br />representation of both the HRC and CEC at the subcommittee, <br />appointment of two to avoid any misperceptions. <br /> <br />Motion <br />Commissioner Manke moved, to initially begin with three <br />representatives from the CEC to the subcommittee until the end <br />of March; and then revert to two representatives of the CEC at <br />that point, with one of those three volunteering to step aside at <br />that point. <br /> <br />Commissioner Tomlinson asked if there were any issues among the <br />three as to who would step aside; or if a resolution or method to do so <br />was needed. <br /> <br />Commissioner Sparby opined that it was more of an issue with a <br />quorum, not whether or not they could all have input during the process, <br />as long as a quorum was not met, all CEC commissioners could <br />participate in the process. Commissioner Sparby opined that this <br />created a big distinction and allowed sufficient input for that portion of <br />city code language. <br /> <br />City Manager Trudgeon clarified that just because there were three <br />commissioners wanting to participate in the process, didn’t mean they <br />couldn’t meet, simply that Open Meeting laws were followed with notice <br />and televising of meetings. <br /> <br />At the request of Commissioner Tomlinson, City Manager Trudgeon <br />stated that he wasn’t aware of any preference by the City Council; but <br />he wasn’t sure what information had been relayed to the HRC related to <br />this representation. Mr. Trudgeon noted that the HRC also had seven <br />members and were in the same situation as the CEC. <br /> <br />
