<br />Commissioner Sparby opined that it was a good thing to have interest <br />in the process with the goal to create a commission that worked with <br />elements desired. Commissioner Sparby stated that he had no problem <br />moving forward with three people that were interested in the process in <br />making those decisions; and suggested moving forward with the three <br />representatives as identified. <br /> <br />City Manager Trudgeon reiterated that this was fine as long as it was <br />clearly understood that, at the end of March, someone needed to step <br />aside. <br /> <br />Commissioner Sparby opined that it may not be necessary, since it was <br />a quorum requirement not a participation requirement. <br /> <br />City Manager Trudgeon disagreed with Commissioner Sparby, noting <br />that there could not be three members of the CEC at the table at that <br />time as he previously noted under Open Meeting laws. <br /> <br />Commissioner Sparby suggested two separate meetings where part of <br />the CEC members attended; and then convening into another meeting <br />or having the meeting on camera so there would be no issues at all. <br />Since everything is part of the public record anyway, Commissioner <br />Sparby opined that if a meeting required all to be there, then it would <br />be on record. <br /> <br />City Manager Trudgeon clarified that the purpose of the City Council <br />assigning this to a subcommittee of two to avoid a quorum on their part, <br />was also to provide some flexibility as this work group could meet during <br />the day or perhaps even on weekends to get the task accomplished. <br />Recognizing that some of the thoughts previously put forward by <br />Commissioner Sparby were valid and relevant, City Manager Trudgeon <br />stated his understanding of Commissioner Sparby wanting those to be <br />included in the discussion of the subcommittee; and reiterated that <br />three representatives would not be problematic until the end of March. <br /> <br />Since Commissioner Sparby’s interest was in his work on <br />documentation, Commissioner Manke suggested he be involved as part <br />of the subcommittee when that particular topic was addressed. <br /> <br />However, Commissioner Sparby stated that he saw a lot of ways for all <br />members of the CEC to have value in the process versus attendance, <br />whether present or not; and suggested perhaps convening at a separate <br />time that would not be triggering quorum requirements. Commissioner <br />Sparby suggested not limiting involvement of individual commissioners <br />and not limiting it to simply consideration of a combined commission for <br />a limited time, but to ensure participation as much as possible on the <br />front end by the CEC to ensure the continued life of its interests. <br /> <br />As the sole remaining CEC commissioner apparently not appointed to <br />the subcommittee, Commissioner Tomlinson asked that he be kept in <br />the loop; and asked how he could engage with the subcommittee <br />representatives outside of their meetings. <br /> <br />
