Having served on subcommittees in the past, Commissioner Manke
advised that they typically bring their recommendations back to the
original group or seek assistance in putting things together, an
important part of the process.

Vice Chair Holub advised that, if she were serving on the subcommittee,
she would be happy to meet with Commissioner Tomlinson on a regular
basis, since each of the remaining four commissioners were invested in
the CEC and each had great thoughts to share.

Commissioner Tomlinson noted that there was no CEC meeting
scheduled between now and the end of March.

Commissioner Manke noted that was the next consideration on tonight’s
agenda for formal action; and Vice Chair Holub reiterated her interest in
meeting.

To avoid a CEC quorum, Commissioner Manke suggested that individual
commissioners provide notes to City Manager Trudgeon for distribution
to spur conversations with CEC representatives and the larger City
Council subcommittee.

City Manager Trudgeon noted that the next agenda item considers
whether or not the CEC will meet on their next regularly-scheduled
March 16, 2017; opining that the subcommittee would not meet by then,
possibly necessitating an April meeting of the CEC depending on the
status of the subcommittee at that point.

By consensus, the CEC concurred with meeting on their regular April
2017 meeting date.

Vice Chair Holub restated the current motion on the floor as
follows:

Commissioner Manke moved, to initially begin with three
representatives from the CEC to the City Council subcommittee
until the end of March; and when the CEC becomes a commission
of four lacking appointment of new representatives to serve as
of April 1, 2017, then revert to two representatives of the CEC,
with one of those three volunteering to step aside at that point.

As a point of clarification, Commissioner Sparby noted that as of April
st
1, there could still be three CEC representatives, as long as they don’t
all three attend the subcommittee meetings or meet to constitute
triggering a quorum of the CEC.

City Manager Trudgeon stated that the preference would be to have two
representatives of the CEC serving on the City Council subcommittee as
originally requested and as the HRC had done.

Motion
