b.Selection of Essay Contest Winners

Ms. Curti stated Commissioner Johnson had not been able to score the essays. She
stated the top scoring essay was 229.

Chair Groff stated the Commission could consider having 2 third place winners since
there is only 1 point difference between the two essays. This would then leave two
essays for honorable mention.

Commissioner Carey moved and Commissioner Peterson seconded a motion to award
1 first place, 1 second place, 2 third place and 2 honorable mention awards for the
essay contest. Motion passed unanimously.

Ms. Curti stated in 2016 the first place was awarded $150, second received $75,
third received $50 and honorable mentions received $15. In 2015, the first-place
winner had been awarded $100.

Chair Groff stated the honorable mentions should receive more.

Commissioner Carey asked if the Commission would still be awarding the HRC award
in the fall.

Chair Groff stated this would be something that would be looked into once the
Commissions are combined. He stated there are no large expenditures planned for
the Commission this year.

Commissioner Peterson suggested $100 for first place, $75 for second place, $50 for
each of the third place, and $20 for each of the honorable mention awards.

Commissioner Carey stated she would be reluctant to decrease the first-place award.

Commissioner Peterson moved and Commissioner Carey seconded a motion to
allocate the essay contest awards as: $150 for first place, $75 for second place, $50
for each of the two third place, and $20 for each of the honorable mentions. Motion
passed unanimously.

Ms. Curti stated first place would be awarded to Seigenn Thao, second place is Ellie
Long, third place goes to Alicia Hopper and Emily La Pierre, and honorable mentions
are David Vincze and Nina de los Reyes. The awards will be given at the City Council
May 8 meeting.

Commissioner Carey stated the reception would be held prior to the City Council
meeting so that the Councilmembers could attend.

Commissioner Djevi asked if the Commission would be getting the winners engaged
and involved in the community.

Chair Groff stated this would be something that Commission could discuss further.
The Youth Commissioners have been essay contest winners in the past.

Youth Commissioner Hansel stated that she had started a Human Rights Club at the
High School that students could get involved with.
