<br />Commissioner Slade stated she had been disappointed to see that two <br />Councilmembers had abstained from voting during the interview process and it had <br />not been made clear to those interviewing that the HRC would be combined with the <br />CEC. <br /> <br />b.Update on Essay Contest <br /> <br /> <br />Ms. Curti stated the subcommittee had read 120 essays and they are recommending <br />the top 24 for the full Commission to read and grade based on the rubric provided. <br />This process should be completed by April 13 and the scores will be reviewed at the <br />April 19 meeting. There will be a presentation to the winners at the May 8 City <br />Council meeting. <br /> <br />Commissioner Carey asked what the difference was in the analysis and evidence of <br />the identification analysis and the analysis and identification of the example. <br /> <br />Ms. Curti stated she had used the rubric from last year as an example. If the <br />Commission wants to make changes these should be done at this time. <br /> <br />Youth Commissioner Hansel stated when she had used the rubric to read all of the <br />essays she had scored the analysis and evidence of the identification based on how <br />well the writer had identified how stereotypes affect society and the analysis of this <br />and the analysis and identification of the example based on how well they used <br />analysis for the how damaged human rights section and how much they expanded on <br />this. <br /> <br />Commissioner Dailey explained she had scored this based on the writer identifying <br />that this was a problem damaging society and the example how well they had <br />expanded on a specific example. <br /> <br />Commissioner Carey stated this analysis was similar to the first analysis and she <br />suggested striking the first analysis question in the rubric. <br /> <br />Youth Commissioner Hansel suggested if the two points were removed from the first <br />question then these could be added into the spelling and grammar scoring because <br />this should be weighted more. <br /> <br />Commissioner Carey stated the Commission had decided last year that they would <br />not score heavily on grammar and spelling because of the age range of the <br />participants. She clarified the first two scores were just checking to see if the <br />information was there and the other two scores were based on how much the ideas <br />were expanded on. <br /> <br />c.Update on community dialogues – Imagine Roseville <br /> <br /> <br />Ms. Curti stated the community discussion-planning group has met several times. <br />The Consultant had asked people to provide input as to what they would like to see <br />done. There had been questions about sanctuary city and immigration laws, what are <br />the rights of an individual and what are the responsibilities of a City. The group is <br />planning a two-part event over two days. They are working with an immigration <br />attorney, a historian to provide historical information on immigration, and a member <br />of the Faith Community for the first day of events. <br /> <br />
