446 <br />that composition with increased online shopping; and an unfortunate increase in <br />447 <br />residuals (non -recyclable items) and current review to determine that result, <br />448 <br />perhaps requiring additional education, since nothing new or different was coming <br />449 <br />into the facility. <br />450 <br />451 <br />Mr. Goodwin noted some favorable improvements in revenue share with market <br />452 <br />improvements with those funds going back into Roseville's Recycling Enterprise <br />453 <br />Fund for other waste reduction programs or to retain or reduce household program <br />454 <br />costs. <br />455 <br />456 <br />Mr. Goodwin reviewed global, regional and local market conditions affecting <br />457 <br />prices and a summary of current market conditions, with slow and steady <br />458 <br />corrections being observed in the beginning of 2017. <br />459 <br />460 <br />Mr. Goodwin provided a brief report of the planning for this summer's park pilot <br />461 <br />program at Central Park, including the challenges and implementation of the study <br />462 <br />and impacts to park collection, visitor experience, contamination levels and other <br />463 <br />areas to gain experience for amore informed proposal to take those efforts citywide. <br />464 <br />Mr. Goodwin advised that the City of Roseville's Public Works and Parks & <br />465 <br />Recreation staff were working collaboratively with Eureka to roll out the pilot <br />466 <br />program by the end of April for collection of that information over the summer <br />467 <br />months. <br />468 <br />PWETC Questions <br />469 <br />At the request of Member Wozniak, Mr. Goodwin confirmed that where possible, <br />470 <br />recycling containers would be placed next to trash cans. Mr. Goodwin noted <br />471 <br />consideration of other areas where trash containers should be located but were not <br />472 <br />(e.g. areas frequently flooded). <br />473 <br />474 <br />As noted by Mr. Goodwin, Mr. Culver expanded on some of the hurdles and <br />475 <br />rationale in focusing on one general area as a pilot program. Mr. Culver noted a <br />476 <br />concern is in having Eureka's vehicles on pathways with people and how that <br />477 <br />interaction happened. While the city may have vehicles on the pathways using an <br />478 <br />established safety plan, Mr. Culver noted that pedestrians and bikers were more <br />479 <br />used to that interaction, and trusted city vehicles versus private contractors on the <br />480 <br />pathways. With this pilot program, Mr. Culver noted the intent to determine that <br />481 <br />interaction, how to address remote locations, and potential damage to pathways <br />482 <br />from vehicular use; with an end report to analyze those issues. <br />483 <br />484 <br />Member Wozniak expressed concerns if both the Parks staff and Eureka were <br />485 <br />respectively picking up trash and recycling separately. <br />486 <br />487 <br />Mr. Culver advised that he couldn't speak to the Parks & Recreation staff and their <br />488 <br />constraints and efforts to keep materials separated, or other factors with space, etc. <br />Page 11 of 14 <br />
