He reviewed staff’s funding 227 <br />recommendations that would be presented tot eh City Council. 228 <br /> 229 <br />Chair Schroeder reviewed the funding strategies that the Commission had recommended to the 230 <br />City Council. She explained the Park Improvement Fund could change based on the use of park 231 <br />dedication fees. She suggested adding further discussion on the CIP to a future Commission 232 <br />agenda meeting. 233 <br /> 234 <br /> 235 <br />Continue Discussion on Police Forfeitures 236 <br /> 237 <br />Commissioner Murray stated the Police Forfeiture fund includes three different funds: Narcotics 238 <br />Forfeiture, Federal Narcotics Forfeiture, and Alcohol Forfeiture. He stated State Law specifies 239 <br />that the money from alcohol forfeitures must be used for DWI enforcement and education. With 240 <br />these restrictions, Roseville is finding it difficult to spend these funds. The Federal Narcotics 241 <br />fund can be used for anything that increases the entire law enforcement budget. These funds 242 <br />could not be used to supplement a budget decrease. State Statute governs the Narcotics fund and 243 <br />these funds can be used to supplement the agencies operating fund or similar fund for use in law 244 <br />enforcement. The City Attorney stated that he would not categorize any capital improvement 245 <br />interpreted this to mean these funds should not be used for any capital improvement projects as 246 <br />part of the Roseville Police Departments operating fund or similar fund for use in law 247 <br />enforcement. He cautioned the City Council to use extreme caution when categorizing anything 248 <br />involving future police funds as relying on these funds. He stated the Federal Narcotics and 249 <br />Narcotics funds could potentially be used for capital improvements such as a new squad car. 250 <br />Chair Schroeder had suggested members of the Commission meet with the Police Chief to find 251 <br />out what plans there are for using these funds. 252 <br /> 253 <br />Finance Director Miller stated the Commission has received the City Attorney’s 254 <br />recommendation on what the City can do with these funds and the Police Department consults 255 <br />with the City Attorney on how to manage these funds. He suggested the Commission have a 256 <br />discussion with the City Attorney prior to meeting with the Police Chief regarding these funds. 257 <br />There is not a deliberate attempt to compile money but the Police Department is being mindful of 258 <br />how these funds can be used. 259 <br /> 260 <br />Chair Schroeder stated the Commission would like to know what the Department plans to spend 261 <br />the money on. 262 <br /> 263 <br />Finance Director Miller stated the Finance Commission is an advisory Commission to the City 264 <br />Council. He stated the Commission should determine if there should be a conversation between 265 <br />the Commission, City Attorney, and Police Department or the Commission and the City Council. 266 <br /> 267 <br />Chair Schroeder stated she would like to know if the Police Chief has plans for these funds and if 268 <br />so what that plan is. 269 <br /> 270 <br />Item 3: Attachment A
