At this time staff has not taken the priority ranking 136 <br />established and applied it to the 20-year CIP. 137 <br /> 138 <br />Commissioner McRoberts stated the only way to accomplish a ranking would be to group the 139 <br />assets into categories of priority and not get into the full detail. 140 <br /> 141 <br />Commissioner Zeller stated it would be difficult to prioritize when they do not have the full 142 <br />detail or enough information. 143 <br /> 144 <br />Commissioner McRoberts stated they could specify that if the value of items is over a set 145 <br />threshold then the items cannot be grouped together. 146 <br /> 147 <br />Commissioner Bachhuber stated it might be beneficial to include 2-years of categorization 148 <br />because there are items from the next years CIP that could be done in the current year. 149 <br /> 150 <br />Commissioner McRoberts stated category 1 items would be easier to differentiate than category 151 <br />3 and 4 items. 152 <br /> 153 <br />Chair Schroeder stated once they start working with this they may need to revise the system. 154 <br /> 155 <br />Finance Director Miller stated the Commission would need to define “necessary” and determine 156 <br />how the group would define “legal mandate” in Category 1: Project necessary for public health 157 <br />and safety or to meet legal mandates. 158 <br /> 159 <br />Commissioner McRoberts stated it would be staff’s role to identify what category their CIP items 160 <br />would fall under. 161 <br /> 162 <br />Commissioner Bachhuber agreed because staff would have the most knowledge about the items 163 <br />or projects and if these are new or replacement items. 164 <br /> 165 <br />Chair Schroeder stated this could include the justification piece the Commission had discussed as 166 <br />well. 167 <br /> 168 <br />Finance Director Miller stated he does not have the authority to assign this to staff but he can 169 <br />share the sentiment that the Commission would like staff to go through the CIP and make the 170 <br />category assignments. It would have to be an organizational priority for the City Manager to 171 <br />dedicate resources to this exercise. 172 <br /> 173 <br />Chair Schroeder asked if the Commission should schedule a meeting with City Manager 174 <br />Truedgon. 175 <br /> 176 <br />Commissioner McRoberts stated there is a policy in place but there are no steps on how this 177 <br />would be implemented. The Commissions’ recommendation would be that the people that 178 <br />understand the request should be the ones to assign a category. 179 <br /> 180 <br />Item #3: Attachment A
