The Metropolitan <br />463 <br />Council may have missed this with its recommendations and they should look <br />464 <br />more closely at it. <br />465 <br />466 <br />Ms. Perdu responded she can talk with their Metropolitan Council representative <br />467 <br />to get more information about what was behind the recommendation. <br />468 <br />469 <br />Community Designation: Urban <br />470 <br />Ms. Perdu read the description of what an urban community is and explainedif <br />471 <br />they can meet the criteria for the Urban designation, the rest of it will fall into <br />472 <br />place. Urban communities are expected to plan for forecasted population and <br />473 <br />household growth at average densities of at least 10 units per acre for new <br />474 <br />development and redevelopment. Roseville has the same designation as Golden <br />475 <br />Valley, Edina, and Bloomington, among others. <br />476 <br />477 <br />Chair Murphy inquired what Arden Hills was designated as. <br />478 <br />479 <br />Ms. Perdu responded they are designated as suburban which requires a density of <br />480 <br />five units per acre. There isa total of nine designations for communities in the <br />481 <br />metro area. The intent is to have more growth towards the center of communities. <br />482 <br />483 <br />Mr. Paschke stated it better utilizes systems already in place, such as public transit <br />484 <br />and infrastructure, versus stretching the systems and expanding outward. <br />485 <br />486 <br />Ms. Perdu highlighted the table found on page 27 of the meeting packet,and <br />487 <br />commented to make the calculation, they use any land use category with future <br />488 <br />residential development programmed, but notlow density residential. She <br />489 <br />explained Roseville’s Community Designation Density is 7.04 and it needs to be <br />490 <br />10. This is found by dividing the minimum units (367) and dividing it by the <br />491 <br />guided total (52.07). <br />492 <br />493 <br />Ms. Perdu reported there are several ways the future land use maps can be <br />494 <br />modified to meet the forecast and Community Designation requirement. These <br />495 <br />include: <br />496 <br />Increase redevelopment areas <br />497 <br />Increase percentage of residential in mixed use districts <br />498 <br />Increase the minimum density ranges for Medium and High Density <br />499 <br />Residential and mixed use categories <br />500 <br />501 <br />Member Kimble suggested they add in the new areas to see how the number is <br />502 <br />impacted. <br />503 <br />504 <br />Ms. Perdu highlighted the different new areas on the map and commented only <br />505 <br />High Density Residential would help. <br />506 <br />507 <br /> <br />
