Mayor <br /> -- Roe noted that the conversations were still ongoing, and stated his feedback to the <br /> Foundation was that he's like to have answers to the questions raised tonight be- <br /> fore making a more substantial commitment by the City of Roseville. <br /> Councilmember McGehee stated that while she considered this a good idea, she <br /> was assuming that the Cities of Maplewood and St. Paul, and Ramsey County <br /> would share in the costs. If not, Councilmember McGehee noted that the City of <br /> Roseville had park land recently purchased where some of these social services <br /> could be offered. Councilmember McGehee opined that the questions raised to- <br /> night were valid, and questioned the prudence of proceeding with the City of Ro- <br /> seville committing to 100% of the costs hoping other entities would come on <br /> board. Councilmember McGehee noted that the city had a history of paying for <br /> things used by other communities around Roseville. <br /> Mayor Roe also questioned if the facility needed to be staffed 24/7, but deferred <br /> to the law enforcement efforts on that and coinciding with the issues out there to <br /> be addressed. <br /> Councilmember Etten asked the Foundation to provide additional information on <br /> police substation and community build-out areas and where that line was for the <br /> city financially. <br /> In initial cost analyses, President Faulconbridge reported that costs for hardening <br /> the police substation had come in higher than original estimates when the building <br /> shell was considered. President Faulconbridge advised that the information was <br /> available for the City Council's consideration for substation costs. President <br /> Faulconbridge stated that, from the Foundation's perspective, the message was if <br /> the City of Roseville waited for the other cities, it would be too late. President <br /> Faulconbridge advised that the Foundation felt strongly that this area of the com- <br /> munity will take a capital commitment from the City of Roseville whether, and by <br /> waiting the situation would become far less manageable without this type of struc- <br /> tured program. President Faulconbridge opined that there had been clever ideas <br /> expressed for the site to-date and noted that he anticipated more creativity, or else <br /> the Foundation wouldn't have brought this forward if it didn't see it as viable. <br /> Specific to private contributions from the Foundation's perspective, President <br /> Faulconbridge noted that while some have expressed interest or suggested their <br /> commitment one way or another, the overall theme is for the need to enhance <br /> public safety in this area of the community, creating a need for the City of Rose- <br /> ville to step up. President Faulconbridge noted that further discussion was neces- <br /> sary to address potential public/private partnerships, but also noted the Founda- <br /> tion's delight in not having to raise funds to construct a $3 million building. <br /> However, President Faulconbridge opined that time was of the essence and ad- <br /> vised that the Foundation would provide the requested additional information and <br /> comparisons to other substations as soon as possible. <br />
