Regular City Council Meeting <br /> Monday,July 24, 2017 <br /> Page 9 <br /> remaining dissenting views, Mayor Roe advised that the City Council subsequent- <br /> ly work through an issue to come to a solution that worked for the majority. <br /> Chair Murphy expressed appreciation for City Council feedback, stating that his <br /> goal was that nothing came before the City Council from an applicant that pre- <br /> vented them from making a decision and ensuring that the public had heard the <br /> particulars before the City Council took their final vote. Chair Murphy stated that <br /> this was part of his personal philosophy and a good part of the commission's job <br /> to document that information. <br /> Councilmember Etten thanked the commission for their hard work and willing- <br /> ness to take on an extra meeting each month as part of the comprehensive plan <br /> update, especially given the technical nature of that work. While it took personal <br /> commitments from individual commissioners of their time and effort, Coun- <br /> cilmember Etten noted the big impact it had on the community as a whole. <br /> Mayor Roe thanked the commission for their ongoing work and their time and at- <br /> tendance in providing tonight's update. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 6:44 p.m., and reconvened at approximately <br /> 6:46 p.m. <br /> b. Consideration of a Community Development Department Request to Per- <br /> form an Abatement for Unresolved City Code Violations at 1887 Merrill <br /> Street N <br /> Codes Coordinator Dave Englund summarized this request and provided updated <br /> photos of the code violations as of today for this single-family home at 1887 Mer- <br /> rill Street N, with the property owner of record identified as Howard Merrill. Mr. <br /> Englund reviewed current violations, originating from a resident complaint, in- <br /> cluding an inoperable vehicle (407.02.G.2.c) and Junk (407.03.I). Mr. Englund <br /> estimated that the cost of abatement, encompassing removal of the inoperable ve- <br /> hicle, removal of junk and debris and administrative costs at approximately <br /> $625.00. Mr. Englund reported that there had been some compliance, but an ap- <br /> parent impasse had again occurred with the owner. <br /> At the request of Councilmember Willmus, Mr. Englund identified the vehicle <br /> slated for removal as a white van with current tabs but proven inoperable by the <br /> owner, who had also expressed willingness to donate the vehicle. <br /> Mayor Roe provided an opportunity for the property owner to comment, with no <br /> response indicated or apparent attendance by the property owner in tonight's au- <br /> dience. <br /> Councilmember Etten asked if staff could facilitate the property owner's donation <br /> with any cost applied to the property owner. <br />
