Regular City Council Meeting <br /> Monday,August 14,2017 <br /> Page 2 <br /> At the request of Mayor Roe, City Manager Trudgeon briefly highlighted this <br /> item as detailed in the Request for Council Action (RCA) and related attachments <br /> dated August 14, 2017. <br /> Councilmember Etten advised that he had similar concerns with how this organi- <br /> zation can comply with the proscribed city ordinance trade area requirements <br /> when the organization is involved in a broader area, similar to his concerns with <br /> the request for a Premises Permit for Northstar Search and Rescue heard at the Ju- <br /> ly 24, 2017 City Council meeting. Councilmember Etten asked that staff careful- <br /> ly monitor the proceeds and trade area for compliance. <br /> City Manager Trudgeon duly noted these concerns, advising that staff would track <br /> monthly reports for compliance with city code and non-compliance would be ad- <br /> dressed accordingly. <br /> McGehee moved, Laliberte seconded, adoption of Resolution No. 11428 (At- <br /> tachment A) entitled, "Resolution Approving a Lawful Gambling Premise Permit <br /> to Minnesota Brass, Inc.;" to be held at the New Bohemia Restaurant located at <br /> 2730 Snelling Avenue N, pending completion of successful background checks; <br /> and directing staff to carefully monitor monthly compliance per city ordinance. <br /> Councilmember Laliberte shared the concerns of Councilmember Etten and asked <br /> if he wanted specific reports brought back to the City Council within a certain <br /> time frame. <br /> Councilmember Etten expressed his trust in staff monitoring the organizations; <br /> opining that it was possible his concerns were unjustified and the organization <br /> may have enough expenses in this trade area to meet city requirements beyond <br /> their other activities in the broader trade area. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> 7. Receive Better Futures Presentation of the Deconstruction of 196 S McCar- <br /> rons Boulevard <br /> Mayor Roe welcomed representatives of Better Futures Minnesota. <br /> President and CEO Thomas Adams reviewed the mission of this approximately <br /> four-year old program for deconstruction services, providing jobs and supporting <br /> Minnesota's environment, as detailed in the brochure provided as a bench <br /> handout, attached hereto and made a part hereof. Mr. Adams noted that this <br /> program addresses challenges with demolition and impacts on the environment as <br />
