Regular City Council Meeting <br /> Monday, August 14,2017 <br /> Page 3 <br /> well as providing coaching, housing and job placement for those coming out of <br /> the corrections system. <br /> Vice President of Business Operations Nick Swaggert thanked the City of Ro- <br /> seville and its Housing & Economic Development Program Manager Jeanne Kel- <br /> sey for their leadership in diverting materials from landfills and accommodating <br /> the opportunity with the city's permit process and code. Mr. Swaggert advised <br /> that the State of Minnesota and Hennepin County had provided grants to address <br /> this viable way to perform these services. Mr. Swaggert also noted that environ- <br /> mental staff representatives from Ramsey County had been present at the Rose- <br /> ville site to see the program in progress for potential interest in the future. Mr. <br /> Swaggert noted that recent newspaper articles highlighting the Roseville project <br /> had provided additional promotion and opportunities for the program. <br /> Mr. Swaggert displayed some photos of the Roseville demolition process and also <br /> some of the materials salvages, with some of those materials made available for <br /> resale and re-use at the program's center at 26th and Minnehaha Avenue in Min- <br /> neapolis. <br /> Mayor Roe asked if the program worked with private contractors on remodels and <br /> deconstruction in the early stages of a remodeling project. <br /> Mr. Swaggert responded that the program was willing to do so, but reported that <br /> many private contractors saw the program as simply another step in the process <br /> unless the homeowner advocated for those services with those contractors. Mr. <br /> Swaggert noted that interest in using the program remained a work in process es- <br /> pecially in addressing timeline issues with private contractors. <br /> Mr. Adams stated that Better Futures Minnesota hoped to change the future, with <br /> 160 municipalities across the country having ordinances or incentives in place to <br /> promote deconstruction services and increase that narrative. Mr. Adams noted <br /> that on this Roseville project, it had employed five men full-time on the project <br /> for two weeks; with those coming out of the corrections system typically consid- <br /> ered unemployable without this type of project; and again thanked the City for <br /> their participation. <br /> Mayor Roe noted the need to interest more private contractors to improve those <br /> employment goals; and suggested City Council consideration in the future to look <br /> at potential incentives for deconstruction and other benefits to all parties with <br /> such programs. <br /> Mr. Adams noted that this deconstructing program had been funded by the State <br /> of Minnesota in its first two years as a pilot. At the request of Councilmember <br /> McGehee, Mr. Adams reviewed how commercial materials and deconstruction <br /> could be implemented with the program's emphasis focused on re-use of materi- <br /> als from properties built prior to 1940 since those materials commanded the most <br />
