Regular City Council Meeting <br /> Monday, September 18, 2017 <br /> Page 13 <br /> Specific to the PIP and reliance on park dedication dollars in the funding source, <br /> Councilmember Willmus cautioned against depending on that incredibly cyclical <br /> fund, based on an average over the last ten years. If there are other areas that the <br /> commission could highlight, Councilmember Willmus asked that they provide <br /> that input as well. <br /> Mayor Roe agreed that was a good point, even with the current policy for 2/3 of <br /> each year's revenue going into this fund, it may be difficult to project a constant <br /> revenue stream. Based on tonight's discussion, Mayor Roe suggested further <br /> consideration by the City Council on how to further refine the policy. <br /> Chair Schroeder noted that this fund was also subject to the commission's annual <br /> review. <br /> Councilmember McGehee asked that the commission provide CIP views 5-years <br /> out in addition to the full 20-year picture to provide a more immediate overview. <br /> Chair Schroeder noted that with every annual review everyone could agree that <br /> when you add to one CIP item, you subtract from another, creating levy increases <br /> whether great or small. However, Chair Schroeder reminded the City Council and <br /> public that the city didn't arrive at this situation in a few years, and that it would <br /> take time to get out of. <br /> Mayor Roe agreed that the commission was right to focus on these four funds <br /> since they needed the most attention in the near term. <br /> General Comments <br /> Councilmember Willmus noted past City Council discussions suggesting use of <br /> reserves needing to be replenished or levied for the next budget cycle. Coun- <br /> cilmember Willmus asked for the commission's feedback. <br /> Commissioner Zeller opined that it depended on where there reserves were at in <br /> any given year, their projections and use and whether they remained healthy or <br /> were not sustainable. <br /> Chair Schroeder opined that, at this point, the city retained plenty of reserves; and <br /> stated that there were two different issues: whether to fund an expense or whether <br /> to replace reserves. <br /> Commissioner Bachhuber opined that the issue became if and when the city need- <br /> ed to find the same amount elsewhere to maintain spending. <br /> Councilmember McGehee stated that she felt good with a proposed Cash Car- <br /> ryforward Reserve Fund, as long as sustainability remained part of the process in <br /> using reserves.
