Either way, Councilmember McGe- <br /> hee opined it was better to remain sustainable and transparent. <br /> Councilmember Willmus stated his appreciation for the answer "it depends" and <br /> as the city currently does and if the year-end figures prove that the city is in a bet- <br /> ter position that originally thought, the Cash Carry Fund should be able to address <br /> that picture. <br /> Mayor Roe noted that two years ago, staff added a plus/minus report and line item <br /> as requested by the City Council as a taxpayer reduction use of reserves as part of <br /> that process, and identified what was used in the prior year and taken from the <br /> new levy as an assumption to help determine projections for the next year, wheth- <br /> er operating of CIP funds given the number of needs an dhow to best apply those <br /> reserve funds. <br /> In conclusion, Chair Schroeder sought assurances that the commission continued <br /> to add value to the City Council and asked for any additional areas to them to re- <br /> view. <br /> As one, the City Council agreed to the absolute value of the commission to their <br /> work. <br /> Mayor Roe noted that there was another TIF District being decertified in 2018 or <br /> 2019, and asked for recommendation from the commission for use of those ap- <br /> proximate $800,000 one-time funds. <br /> Specific to the annual budget process timing, Mayor Roe suggested that the com- <br /> mission consider their CIP recommendations and any other timely recommenda- <br /> tions for bringing them to the City Council to assist in their decision-making and <br /> perhaps plan their commission agendas in accordance with the annual budget cal- <br /> endar components to ensure their feedback and recommendations are received in <br /> sufficient time to inform the schedule. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:07 p.m., and reconvened at approximately <br /> 8:15 p.m. Councilmember Etten arrived during the recess for the remainder of the meeting. <br /> C. Discuss Consideration of an Ordinance Prohibiting the Trapping of Animals <br /> in Roseville <br /> As detailed in the RCA, City Manager Trudgeon provided a brief summary of a <br /> proposed ordinance prohibiting trapping of animals as requested by Councilmem- <br /> ber McGehee. Mr. Trudgeon noted the inclusion of a model ordinance from the <br /> City of Richfield(Attachment A). <br />
