Regular City Council Meeting <br /> Monday, September 18, 2017 <br /> Page 15 <br /> Councilmember McGehee reviewed her areas of concern and provided several <br /> examples based on her experience with suffering of animals with indiscriminate <br /> trapping and/or snaring of animals. <br /> Councilmember Willmus stated that he was not opposed to looking at a draft or- <br /> dinance. However, Councilmember Willmus advised that his consideration was <br /> in spelling out exceptions (e.g. trapping of live animals for release into wild) and <br /> whether circumstances dictated if an injured animal should be taken to a public <br /> rehabilitation center or if the issue was with cats roaming or live trap owners of <br /> pets. <br /> Councilmember McGehee agreed that she had no problem with responsible live <br /> trapping; and clarified that the city already had ordinances in place about cats <br /> running loose; but stated that her concern was the inhumane and indiscriminate <br /> nature of the snaring, leg and body hold trapping. <br /> Councilmember Laliberte expressed her willingness to consider draft humane or- <br /> dinance language. However, Councilmember Laliberte questioned if the City of <br /> Richfield model was the best, especially in her initial read and confusion with live <br /> trapping and her interest in retaining the ability for Roseville residents to do so in <br /> their private yards. <br /> Councilmember Etten agreed that it would be hard to regulate and agreed with the <br /> focus pointed out by Councilmember Laliberte in how the city could define and <br /> regulate where live traps were placed or where those animals were released. <br /> Councilmember Etten pointed out the "hawking" and "falconry" language of the <br /> Richfield model and whether it was needed in a draft ordinance. Councilmember <br /> Etten stated his concern in putting too many thins that would be difficult for staff <br /> to enforce; and opined that he didn't want staff tasked with investigating and <br /> tracking animals, but would agree to consider reasonable regulations. <br /> If or when this draft ordinance is considered, Councilmember Laliberte referenced <br /> calls she'd received over the summer about raccoons and their protectiveness of <br /> babies, causing them to be fierce at times. Councilmember Laliberte also asked <br /> for an update and clarification based on recollections of long-term residents who <br /> remembered being able to contact the Roseville Police Department to address <br /> some of these issues. <br /> Mayor Roe noted the need to consider residents who may do snaring as a sport or <br /> for a non-pest purpose; and the need to determine how prevalent that was in the <br /> community. Also, Mayor Roe noted cultural norms of new immigrants who may <br /> be used to obtaining their food this way and the need to determine if this created <br /> an issue for them. <br /> Councilmember Etten agreed that, as a resident of SE Roseville, he had observed <br /> instances where new immigrants use slingshots or snare traps given their previous <br />
