Therefore, Councilmember Etten noted the need to consider the educational <br /> aspect as one component to such an ordinance. <br /> Public Comment <br /> Christine Coughlin, MN State Director The Humane Society of the United <br /> States, 2615—3411 Avenue S, Minneapolis,MN <br /> Ms. Coughlin offered the Society's broad support in Roseville's adoption of an <br /> ordinance and suggested aligning it with the City of Richfield model and offered <br /> to serve as a resource with their staff and database to help in training to deal with <br /> specific species and situations. <br /> Scott Slocumb,White Bear Lake Resident <br /> Mr. Slocumb provided his personal experience with his pet dog being killed by a <br /> body-gripping trap and the resulting trauma for his family. Mr. Slocumb suggest- <br /> ed that the city consider the subsequent White Bear Lake ordinance as another <br /> model providing a workable solution; as well as that adopted by the City of St. <br /> Paul as another example, including their website's wildlife management page. <br /> Ann Olsen,Animal Folks <br /> Ms. Olsen offered their organization's support of the city's efforts in considering <br /> this type of ordinance; agreeing with the previous two speakers. Ms. Olsen also <br /> offered their organization as a resource to the city in developing appropriate ordi- <br /> nance language. <br /> Without objection, Mayor Roe noted that the council directed staff to bring back a <br /> draft ordinance, similar to that prepared for the deer feeding ordinance; and en- <br /> couraged residents to contact staff or the City Council with their ideas before the <br /> draft came back to the City Council for consideration. <br /> d. Discussion Regarding the Possible Removal of Restrictions on Certain Non- <br /> Domestic Animals within the City of Roseville <br /> As detailed in the RCA, Building Official Dave Englund noted previous City <br /> Council discussion of proposed nuisance code amendments and their direction to <br /> staff for further research on possible allowance of certain non-domestic animals, <br /> currently not allowed in City Code, Chapter 407 other than those commonly <br /> called poultry or bees. In addressing emails received related to chickens or geese <br /> and those residents in attendance to address those issues tonight, Mr. Englund ad- <br /> vised that staff was not prepared to speak to those issues tonight nor were they <br /> part of his presentation based on previous direction as received from the City <br /> Council. <br /> As outlined in Attachment A and suggested possible changes to Chapter 407.02, <br /> Mr. Englund noted that considerable staff time was involved in researching lan- <br /> guage (e.g. vaccination requirements) and consultations with the State Veterinari- <br /> an; and sought City Council direction on how to proceed. <br />
