Regular City Council Meeting <br /> Monday, September 25, 2017 <br /> Page 8 <br /> Ayes: Willmus and Laliberte. <br /> Nays: Etten, McGehee and Roe. <br /> Motion failed. <br /> Etten moved, Willmus seconded, adoption of Resolution No. 11447 (Attach- <br /> ment A) entitled, "Resolution Submitting the Preliminary Property Tax Levy <br /> on Real Estate to the Ramsey County Auditor for the Fiscal Year of 2018;" <br /> amended to increase the City Manager Recommended levy by $580,595 (Option <br /> C outlined in Attachment E) revising Programs and Services from $16,845,505 <br /> to $17,246,100 for a total levy (with Debt Service at $3,330,000) revised from <br /> $20,175,505 to $20,756,100. <br /> Councilmember Willmus noted that conversations would continue in the next few <br /> months, as well as a better financial picture being available as well as having an <br /> opportunity for the Finance Commission to weigh in. <br /> Councilmember McGehee asked if the makers of the motion would entertain <br /> Councilmember Willmus' suggestion to have the Finance Commission look at all <br /> options, and provide feedback on Option E. <br /> Mayor Roe clarified that the motion did not include referral to the Finance Com- <br /> mission; and as Chair ruled consideration of the motion currently before the body, <br /> with any subsequent action for referral taken as part of a later motion. <br /> Councilmember Laliberte stated her support for the motion. <br /> Councilmember McGehee stated her support for the motion, even though willing <br /> to go higher. <br /> Mayor Roe stated his support of the motion, since it provided a not-to-exceed lev- <br /> el allowing room to consider impacts. Specific to comments about the impacts to <br /> the Roseville taxpayer with school district levies, Mayor Roe agreed with the <br /> need to consider those other jurisdictional impacts, but noted the importance of <br /> ensuring city finances were in good shape as well. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> Willmus moved, Laliberte seconded, directing staff to refer Option C as <br /> adopted to the Finance Commission for their feedback; and for their review <br /> and recommendations on any other of the options outlined in Attachment E <br /> that may fall under this preliminary not-to-exceed levy number. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br />
