Regular City Council Meeting <br /> Monday, October 9, 2017 <br /> Page 10 <br /> opined that this would in turn provide a mechanism by which that information <br /> would flow to the City Council, similar to that done by other advisory commis- <br /> sions, and provide a different perspective. <br /> Councilmember McGehee opined that there were already other sets of eyes and <br /> ears (e.g. City Manager Trudgeon) that assisted Finance Director Miller; and sug- <br /> gested that if he thought it particularly prudent or necessary, he or the Finance Di- <br /> rector could have brought this forward. However, Councilmember McGehee <br /> opined that this was simply an attempt at micromanagement by the City Council; <br /> and expressed her preference that the Finance Commission continues to focus on <br /> the city's annual budget. <br /> Councilmember Willmus opined that his rationale involved the expertise of the <br /> Finance Commission versus that of the City Council, allowing their volunteer ser- <br /> vice to the city to be used as a resource. Councilmember Willmus clarified that <br /> he was in no way suggesting micromanagement of either function by the City <br /> Council. <br /> Mayor Roe stated that he was not supportive of the motion primarily because it <br /> created too broad of a charge for the Finance Commission. Mayor Roe noted past <br /> examples in giving such a broad charge to advisory commissions and the inherent <br /> problems it created versus providing solutions. Mayor Roe offered, to the extent <br /> that the IT function and License Center operations considered changes, the Fi- <br /> nance Commission may serve as a venue for vetting those changes. Mayor Roe <br /> noted that the Commission was not precluded from bringing such recommenda- <br /> tions forward for either of these functions either; but as to this specific motion and <br /> potential charge to the Commission, he was not in support of moving forward. <br /> Councilmember Etten expressed appreciation to Councilmember Willmus for the <br /> motion and his thoughts behind it. However, when best practices had been <br /> brought up by Councilmember Laliberte, Councilmember Etten opined that for <br /> him it muddied the waters on the role of the Finance Commission, which con- <br /> cerned him. Councilmember Etten agreed with Mayor Roe's comments that if the <br /> Finance Commission saw new things, they should bring them forward. If the City <br /> Council was seeking more robust information on either of these two city func- <br /> tions, Councilmember Etten opined that Finance Director Miller could provide it. <br /> Councilmember Etten further opined that the License Center had proven so suc- <br /> cessful to-date, that it had prompted this major expansion to improve prime opera- <br /> tions. Also, Councilmember Etten noted that the IT function continued to prove <br /> that it was a good financial deal for the City and of great benefit to the City of Ro- <br /> seville and participating partners. <br /> Since his intent to get this on the floor was to pursue this discussion, Coun- <br /> cilmember Willmus withdrew his motion. <br />
