As a new recording service takes <br /> over, Councilmember Etten asked that the firm be provided with examples and <br /> expectations of consistency by City Council. In staff's drafting of a Professional <br /> Services Agreement, Councilmember Etten asked that staff ensure that the firm <br /> provides clearly defined motions. <br /> With current practice, City Manager Trudgeon noted that Mayor Roe does a great <br /> job in repeating the makers of a motion, or restating any confusing motions, with <br /> clarification by him and/or the City Attorney. As he had done in the past, Mr. <br /> Trudgeon stated that he would continue to jump in to seek clarification and direc- <br /> tion for staff if not clear from Mayor Roe; as well as recording motions for staff s <br /> own edification and note-taking. In a worst case scenario, Mr. Trudgeon advised <br /> that staff could also consult the video of the meeting the following day. <br /> Laliberte moved, McGehee seconded, authorizing staff to bring back a Profes- <br /> sional Services Agreement with TimeSaver Off-Site Secretarial Services, Inc. for <br /> City Council review and potential approval. <br /> Roll Call <br /> Ayes: Laliberte, McGehee, Etten and Roe. <br /> Nays: None. <br /> h. Receive Presentation on the Government Alliance on Race and Equity <br /> (GARS) Program <br /> As detailed in the RCA and attachments, Assistant City Manager Rebecca Olson <br /> presented an overview of the GARE program (Attachment A), as part of the City <br /> Council's strategic priority for"inclusive community and governance." <br /> Councilmember Etten asked how it would be determined for creation of a process <br /> or to categorize which of staff would first be involved in a cohort. <br /> Assistant City Manager Olson responded that staff had discussed several options, <br /> with the initial offering to be voluntary and invite staff at different levels for the <br /> most benefit and allowing not only upper management but employees who would <br /> be interacting with citizens on a daily basis. <br /> Mayor Roe sought clarification on the deadline for registering for the 2018 co- <br /> hort, with Assistant City Manager Olson advising that it was still pending and un- <br /> der coordination by the League of Minnesota Cities (LMC) anticipated within the <br /> next week or two. <br /> Councilmember Laliberte sought input from Ms. Olson based on her involvement <br /> with this program at her previous employer (City of Shoreview) and asked how <br /> she saw it aligning with other community initiatives (e.g. Human Rights, Inclu- <br />
